This is a bargaining unit position. This position is represented by the Council of AFGE Locals in the Board.
Qualifications:
Basic Requirements:
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours
In addition to meeting the basic requirements above, applicants must have one of the following: One year of specialized experience equivalent to the GS-09 grade level in the Federal service that provided the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of such experience include preparing or assisting in the preparation of highly complex financial audits to verify the accuracy of financial statements; utilizing automated data processing systems, procedures, and controls to audit automated financial programs and/or systems; obtaining, analyzing, and summarizing data relative to each audit objective; preparing or assisting in preparation of individual audit survey plans and audit guides; participating in audit entrance and exit conferences; and preparing draft and final reports or segments thereof with individual findings and recommendations.

B. Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position, examples of qualifying fields include auditing, business administration, finance, public administration or accounting.

C. A combination of education and experience as listed above.
Minimum Qualifications for the GS-09 level:
In addition to meeting the basic requirements above, applicants must have one of the following:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that provided the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of such experience include assisting in the preparation of highly complex financial audits to verify the accuracy of financial statements; utilizing automated data processing systems, procedures, and controls to audit automated financial programs and/or systems; assembling and reviewing background material relevant to the objectives of the audit; participating in audit entrance and exit conferences; and assisting in the preparation of draft and final audit reports.

B. Two years of progressively higher level graduate education leading to a master's degree or master's, or equivalent graduate degree. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position, examples of qualifying fields include auditing, business administration, finance, public administration or accounting.

C. A combination of education and experience as listed above.
Time-in grade-restrictions: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (52 weeks at the next lower grade level).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Responsibilities:
As an Auditor, you will:- Conduct assigned audit segments of financial records of employers to assure compliance with the RRA and the RUIA and regulations thereto.
- Review assigned coverage areas to determine if all employees are covered under the Acts, and if railroad services are being performed by independent contractors.
- Assist in the preparation of individual audit survey plans and audit guides.
- Assist in the performance of the initial audit survey.
- Based on the audit guide developed, perform work in the following areas: audit entrance and exit conferences; data gathering, analysis, and summarization; working paper preparation; and audit guide revisions.
- Assist in the preparation of draft and final audit reports.
- Ensure that all work meets the requirements of Generally Accepted Government Auditing Standards.
