Job Title: Program Manager (VDOT – EZ Pass/Tolling)

Role Overview
Seeking a senior-level IT Program Manager to lead enterprise application initiatives supporting VDOT Tolling/EZ Pass systems. The ideal candidate will manage cross-functional teams, oversee end-to-end SDLC delivery, drive Agile and Waterfall program execution, coordinate with executive stakeholders, and ensure successful implementation, modernization, and support of enterprise applications. The role also requires experience with DevOps practices, cloud technologies, governance, risk management, and operational support.
Responsibilities:
- Lead large-scale enterprise programs and multiple concurrent projects
- Manage full SDLC delivery including planning, execution, testing, deployment, and support
- Coordinate Agile, Scrum, and Waterfall project delivery methodologies
- Collaborate with executives, vendors, business teams, and technical stakeholders
- Manage program schedules, budgets, risks, dependencies, and resource allocation
- Oversee application modernization, enhancements, and maintenance initiatives
- Drive continuous improvement and operational excellence
- Lead and mentor cross-functional teams including developers, architects, analysts, and contractors
- Facilitate issue resolution, risk mitigation, and governance reviews
- Support DevOps and cloud-based delivery environments
- Ensure compliance with security, audit, and governance standards
- Prepare and communicate project status reports and executive presentations
Required Skills:
- 10 years of overall IT experience
- 5 years managing large programs and teams
- Strong experience with Agile, Scrum, Waterfall, and Hybrid methodologies
- Strong SDLC and enterprise application delivery experience
- Experience with DevOps methodologies and CI/CD pipelines
- Experience managing application lifecycle activities including modernization and enhancements
- Strong stakeholder and executive communication skills
- Experience with cloud platforms such as Azure or AWS
- Strong leadership, organizational, analytical, and problem-solving skills
- Experience managing risks, budgets, schedules, and vendor relationships
- Knowledge of IT governance, compliance, and audit practices
Preferred Skills:
- Tolling / EZ Pass domain experience
- Government or public sector experience
- PMO methodology experience
- Security and compliance experience (PCI, audits, governance)
- Experience supporting enterprise operational environments
- Strong emotional intelligence and team leadership capabilities
Certifications:
- PMP Certification (Preferred)
- Certified Scrum Master (Nice to Have)
- Lean Six Sigma (Nice to Have)
