Must have:
- 12 years of experience performing technical activities in support of CPA application systems and statewide enterprise applications.
- 12 years of experience developing and managing strategic technology roadmaps through strong planning, technical leadership, and cross-functional stakeholder collaboration.
- 10 years of experience preparing executive briefings, presentations, and communications for senior leadership and key stakeholders.
- 10 years of technical project management experience supporting CPA's CAPPS (Centralized Accounting and Payroll/Personnel System) program initiatives.
- 10 years of experience interpreting contractual requirements, integrating contractual obligations into operational processes, and managing vendor accountability.
- 10 years of expertise in data integration, data quality management, and Software Development Life Cycle (SDLC) methodologies and best practices.
- 10 years of experience implementing and maintaining IT security controls, governance frameworks, and compliance standards.
- 10 years of hands-on experience with PeopleSoft FSCM/HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle Database 11g .
- 10 years of experience supporting CAPPS Central production environments, deployments, and technical operations for over 100 state agencies and 5 Hub instances.
- 8 years of experience managing IT Service Desk operations and applying ITIL framework methodologies, processes, and service management best practices.
- 5 years of experience implementing and managing Segregation of Duties (SoD) controls within multi-tenant enterprise software environments.
- 2 years of experience serving as a Technical Product Owner/Manager responsible for outsourced technical teams and Managed Services provider oversight.
- 10 years of knowledge and application of software and hardware asset management industry best practices.
- 10 years of experience supporting CPA legacy Statewide Financial Systems production environments and operational activities.
- 10 years of experience developing technical specifications, Statements of Work (SOWs), and procurement documentation to support IT acquisitions and vendor engagements.
