Position: Cloud, Application Governance, and Transition Consultant
Duration:12 months
Location: 15 hours per week, hybrid- Jackson, MS
Position Summary
The Agency is seeking an experienced Cloud, Application Governance, and Transition Consultant to lead the secure transition of a mission-critical application from the outgoing development vendor into Agency-controlled operations and subsequently to the incoming support vendor. The Consultant will ensure complete reclamation of technical control, restoration of governance, and alignment with Agency security and operational standards.
This role will partner closely with Agency leadership, IT security teams, business stakeholders, and external vendors to maintain operational continuity, strengthen the application’s security posture, and establish sustainable governance structures in support of long-term Agency needs.
Key Responsibilities
1. Transition and Access Reclamation
- Lead the coordinated transfer of administrative access, accounts, credentials, repositories, infrastructure, and related technical assets from the outgoing vendor to Agency control.
- Perform a comprehensive audit of access privileges, authentication mechanisms, role assignments, service accounts, and administrative controls.
- Ensure all critical environments—cloud infrastructure, CI/CD pipelines, source code repositories, and operational consoles—are configured to grant the Agency full administrative authority.
2. Governance and Control Framework Establishment
- Develop and implement standardized procedures for access management, version control, release management, and operational governance.
- Establish role-based access controls (RBAC) aligned with Agency security and compliance requirements.
- Define and document onboarding/offboarding procedures for vendor personnel, including approval workflows and periodic access reviews.
3. Vendor Transition Oversight
- Serve as the Agency’s technical liaison throughout the transition to the incoming application support vendor.
- Ensure incoming vendor access is appropriate, limited, and compliant with Agency policies.
- Monitor the complete, verified deprovisioning of the outgoing vendor from all systems and environments.
4. Risk Mitigation and Security Assurance
- Identify vulnerabilities, misconfigurations, and risks resulting from legacy vendor-controlled practices.
- Recommend and support remediation activities, including credential rotation, MFA enforcement, logging and monitoring enhancements, and improved environment segmentation.
- Confirm all implemented changes adhere to Agency cybersecurity standards and industry best practices.
5. Documentation and Knowledge Restoration
- Reconstruct and produce technical and operational documentation to restore institutional knowledge.
- Document architecture, workflows, administrative procedures, and application lifecycle processes.
- Deliver briefings, reports, and knowledge-transfer sessions to Agency IT staff and leadership.
Required Qualifications
- Demonstrated experience leading transitions of complex, mission-critical applications between vendors or organizational units.
- Proven expertise in application governance, access control administration, cloud infrastructure management (AWS preferred), and secure DevOps/DevSecOps practices.
- Experience supporting public-sector agencies or regulated environments.
- Strong knowledge of enterprise security frameworks, least-privilege principles, and operational risk management.
- Ability to coordinate across diverse stakeholders, including technical teams, security personnel, business owners, and vendors.
- Excellent written and verbal communication skills, with experience preparing executive-level documentation and reports.
Preferred Qualifications
- Familiarity with the Mississippi Department of Employment Security, its mission, and relevant operational workflows.
- Prior experience with or support of the ReEmployMS program area.
- Knowledge of the historical development, scope, and functional requirements of the application and its stakeholder community.
- Experience balancing vendor access needs with Agency oversight requirements.
