This role is designed for a senior-level professional who brings structure, judgment, and executive presence to complex programs and is comfortable partnering directly with internal leadership and government clients.This is not a technical delivery role. Instead, it focuses on program leadership, stakeholder alignment, governance, and execution within a technical and mission-driven environment. The ideal candidate acts as a steady point of integration between Rackner leadership, client stakeholders, and delivery teams.What You'll Do:You will lead program execution for a federal health portfolio, ensuring clarity, alignment, and accountability across stakeholders. You will serve as a trusted partner to executive leadership, helping translate strategy into executable plans while maintaining strong relationships with client counterparts.You will oversee program governance, manage schedules and priorities, track risks and dependencies, and ensure consistent communication across teams. You will support decision-making by providing clear insights into program health, tradeoffs, and outcomes. You will also help establish and reinforce operating rhythms that support predictable delivery in a regulated environment.This role requires comfort operating at both the strategic and execution levels, particularly in settings where expectations are high, timelines matter, and communication must be clear and measuredWhat You BringBachelor's degree in Business Administration, IT, or related fieldExtensive experience leading programs in federal, defense, or regulated environmentsDemonstrated ability to partner directly with executives, senior government stakeholders, and client leadershipStrong judgment, communication, and organizational skillsExperience managing governance, schedules, risks, and stakeholder expectationsComfort operating in a technical or delivery-focused environment without being hands-on technicalAbility to bring calm, clarity, and structure to complex or evolving programsNice-to-Have:Master's degree preferred for Senior/Expert rolesPgMP/PMP preferred for Journeyman , PgMP strongly preferred for Senior/ExpertSupporting DHA, HHS, VA, NIH, CDC, or federal health programsExperience in cloud, DevSecOps, cybersecurity, or agile delivery environmentsManaged cross-functional, geographically distributed teams to deliver digital programs with rapid innovation cycles.About Rackner:Rackner is a cloud-native software consultancy delivering solutions for startups, enterprises, and the public sector.We enable digital transformation through DevSecOps, AI/ML, and cloud-first innovation.Our teams solve high-impact problems that advance federal missions and strengthen national readiness.
