The Youth Program Coordinator is responsible for providing case management services, direct services and advocacy for youth involved in the Respect Integrity Service Excellence = Unlimited Potential (RISE-UP) program.  This position involves developing and maintaining strong relationships with the court system, documenting case activities, and providing advocacy and follow-up for youth and their families throughout the court process or during the terms of informal dispositions. The Coordinator will facilitate group sessions, lead individualized behavioral meetings, and serve as an intermediary between youth and the Juvenile Court in a secure residential setting. 
  1. Review and analyze information related to the child’s social, psychiatric, and medical history to understand the functional strengths and limitations of each youth and their family.
  2. Conduct comprehensive assessments of youth and family strengths, needs, and resources, ensuring that safety and well-being are prioritized.
  3. Maintain accurate, timely documentation and progress reports, including assessments, treatment plans, and court reports, in compliance with state and federal regulations (e.g., WISACWIS, YASI).
  4. Continuously monitor and revise treatment and service plans based on progress, feedback, and emerging needs.
  5. Conduct individualized and group interventions aimed at behavioral improvement and skill development.
  6. Facilitate family and individual risk and needs assessments to ensure appropriate treatment plans.
  7. Engage in home visits to assess parental/caregiver involvement and progress toward positive changes, providing support as needed.
  8. Educate youth and families about available services and resources through the Human Services Department and the broader community.
  9. Lead and facilitate group activities with RISE-UP youth, providing mentorship, guidance, and role modeling.
  10. Collaborate with Juvenile Court, legal representatives, and other agencies to ensure a holistic, effective treatment approach.
  11. Coordinate and refer to other services as needed, ensuring youth are connected to the right resources.
  12. Address immediate crises by utilizing appropriate intervention strategies and making timely, informed decisions.
  13. Consult with professionals within and outside of the facility to enhance knowledge and improve service delivery.
  14. Monitor compliance with the RISE-UP program, adjusting plans as necessary to ensure the best outcomes for youth.
  15. Review system gaps and recommend improvements to enhance service delivery and effectiveness.
  16. Maintain up-to-date knowledge of state and federal policies, rules, and regulations related to juvenile justice and human services (e.g., Chapters 48 & 938, Access and Ongoing standards).


Supervision Received

Receives general supervision from the Youth Program Manager

  • Bachelor's degree in a Human Services field is preferred (Child development, criminal justice, educational psychology, vocational rehabilitation, guidance and counseling, psychology, social welfare, social work, or sociology).
  • Minimum of one (1) year of full-time experience in a related role, such as:
    • Providing child protection services, managing cases under CHIPS, JIPS, or Juvenile Court Orders.
    • Supervising or administering treatment programming for youth in the juvenile justice or child welfare systems.
    • Providing direct services to children and families through a child placement agency.
  • Valid Wisconsin driver's license for required travel.  Personal automobile, if used for work-related travel, must be covered by an automobile insurance policy.
  • Prompt and regular attendance.



  • In-depth understanding of social work principles and juvenile justice practices.
  • Familiarity with community resources and the ability to navigate and refer youth and families to appropriate services.
  • Strong communication skills, with the ability to prepare clear and concise reports, and effectively deliver presentations.
  • Ability to collaborate with external agencies, legal professionals, and service providers to create a cohesive treatment plan for youth.
  • Capacity to respond to crisis situations and exercise sound judgment in high-pressure environments.
