R&P is looking for a senior level Contracts Management Specialist who wants to join our team. We are a mid-sized defense contractor providing Business Financial Management, Engineering, Logistics, Program Management and Technical Services to government clients. We are seeking a qualified candidate to provide direct support to the U.S. Maritime Administration (MARAD) in support of the Vessel Acquisition Manager (VAM) legacy as well as new contract activities. The successful candidate will work closely with the Program Manager, Contracting Officers, Contracting Officer's Representatives (CORs) and other MARAD stakeholders to support all phases of the federal acquisition lifecycle.
- Assist in reviewing:
- Acquisition Plans
- Procurement Request Packages
- Statements of Work (SOWs)
- Performance Work Statements (PWSs)
- Quality Assurance Surveillance Plans (QASPs)
- Independent Government Cost Estimates (IGCEs)
- Source Selection documentation
- Coordinate solicitation development and release activities.
- Support industry questions and responses during the solicitation phase.
- Track procurement milestones and acquisition schedules.
- Prepare contract award documentation and transition materials.
- Monitor contractor performance following award.
- Review invoices, funding modifications, and contract deliverables.
- Track contract options, period of performance, and funding status.
- Coordinate contract modifications and closeout documentation.
- Maintain official acquisition records and contract files in accordance with federal regulations.
- Prepare executive-level acquisition status reports and briefings.
- Bachelor's degree (Business, Contract Management, Acquisition, Public Administration, or related field preferred).
- 10 years supporting Federal acquisition programs.
- Demonstrated knowledge of:
- Federal Acquisition Regulation
- Department of Transportation Acquisition Regulation (preferred)
- Federal contract administration
- Source selection procedures
- Experience supporting large, complex federal contract solicitations. Experience with DoT or MARAD acquisitions (Preferred).
- Strong document development and coordination skills.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office Suite.
- DAWIA or FAC-C Professional certification (Preferred)
- Familiarity with maritime transportation or vessel acquisition programs (Preferred).
