Budget Analyst

Mandatory Minimum Qualifications

  • Bachelor's degree from an accredited college/university, plus at least 5 years of full-time experience in the design, development, or implementation of management reports, financial analysis, or management analysis
  • 4 years of experience managing large-scale project budgets

Position Summary

Under the general supervision of the Director of the Capital Unit, and with considerable latitude for independent initiative and judgment, the Budget Analyst supports the end-to-end deployment of authorized capital projects — particularly the creation and approval of procurement documentation for goods and services. The role serves as a key point of quality control over data submitted by the Division of School Facilities, ensuring submissions meet the standard required for Executive approval and filing with the School Construction Authority (SCA). The role also tracks project costs, monitors budget execution, and provides high-level support on special initiatives for the Executive Director.

  • Hours: 35 hours/week
  • Start/End Date: December 2026 – up to 24 months (start date tentative)

Key Responsibilities

  • Ensure transactions and disbursements of state and federal funds comply with programmatic, legal, and financing mandates; ensure quality performance to prevent cost overruns
  • Utilize financial data/systems from the City, DOE, and SCA
  • Assist in managing funded program budgets, including quarterly financial analysis, program documentation, and communication with the school community
  • Monitor transactional aspects of projects to ensure quality, meet deadlines, and prevent cost overruns
  • Coordinate project management and logistics with internal units and external vendors/service providers, including oversight of equipment delivery and installation in schools
  • Oversee the capital accounts payable process across 50 contractors
  • Coordinate capital budget accounts payable and related reporting (annual/quarterly/monthly), monitor expenditures against approved budgets, and review/verify contractor payments
  • Provide analysis and documentation supporting monitoring of capital projects against each project's Certificate to Proceed
  • Analyze and validate contractor billing and supporting documentation for accuracy and compliance
  • Maintain ongoing communication with contractors to confirm timely delivery of goods/services within capital eligibility requirements
  • Resolve contractor billing/payment issues using City, DOE, and SCA financial data
  • Maintain records in a customized database for all transaction activity, contributing to the City's Local Law 24 Quarterly Report on active capital projects
  • Coordinate with NYC Comptroller and DASNY auditors on payment inquiries and audits
  • Participate in bi-monthly meetings, recommending process improvements, including to the SCA's transactional financial system

 

Preferred Qualifications

  • Master's degree in economics, finance, accounting, business, or public administration, plus one year of full-time professional experience in budget administration or economic/financial administration
  • Foundational understanding of public finance and procurement
  • Strong communication and collaboration skills across diverse stakeholders
  • Analytical/critical thinking skills, including recognizing patterns or trends indicating systemic errors or unusual variances
  • General understanding of project management functions and processes
  • Ability to manage multiple projects simultaneously under pressure and shifting deadlines
  • Ability to work efficiently and independently in a fast-paced, deadline-driven environment
  • Proficiency in MS Excel, Word, and related applications
  • Familiarity with database management systems (MySQL, PostgreSQL, or Microsoft SQL Server)
