Position Summary:

The Facilities Supervisor directs and oversees the maintenance, custodial, construction, remodeling, and security functions of Quapaw Nation facilities in a manner that protects the Nation's investments and supports operational objectives. Responsibilities include oversight of buildings and grounds, utilities, mechanical and electrical systems, parking areas, roadways, equipment, and vehicles. The Facilities Supervisor supervises maintenance personnel and coordinates facility maintenance, repair, and renovation projects.

 

Essential Job Functions:

  • Maintains and manages the operation of mechanical systems.
  • Coordinates and procures contracted services as needed to complete repairs or projects that are not practical for Tribal staff to perform.
  • Establishes, implements, and monitors a preventive maintenance program for Tribal facilities, tools, equipment, and vehicles using manufacturer recommendations and industry best practices.
  • Serves as project manager for Tribal construction and renovation projects, ensuring compliance with applicable federal, state, and Tribal requirements, timely completion of work, and satisfactory contractor performance.
  • Supervises and participates in the maintenance and repair of Tribal buildings and facilities.
  • Develops and assigns work schedules and daily tasks for maintenance staff.
  • Serves as a member of the safety committee and identifies, reports, and helps correct safety hazards in a timely manner.
  • Acts as a liaison with city, county, state, and other agencies regarding fire protection, security, safety, and facility-related matters.
  • Maintains inventory and accountability systems for facility assets, equipment, tools, and supplies.
  • Purchases supplies and equipment in accordance with Tribal purchasing policies and procedures.
  • Coordinates the timely completion of maintenance work orders and assists with repairs as needed.
  • Ensures required reports, records, and documentation are completed accurately and submitted within established deadlines.
  • Prepares project plans, material lists, cost estimates, and recommendations for facility renovation and improvement projects.
  • Participates in emergency response activities related to facility operations.
  • Maintains on-call availability 24 hours per day, 7 days per week, unless otherwise approved by the Executive Director.
  • Performs other duties as assigned.

 

Non-essential Job Functions:

  • Attends meetings, seminars, workshops, and training sessions as required to support professional development and program objectives.
  • Performs data entry and maintains records related to facility operations and maintenance activities.

      Knowledge, Skills, and Abilities:

  • Knowledge of Tribal policies, procedures, and organizational operations.
  • Working knowledge of multiple maintenance trades, including building systems, electrical, mechanical, plumbing, grounds, and general maintenance.
  • Ability to operate, monitor, troubleshoot, maintain, and repair utility systems and facility equipment.
  • Knowledge of maintenance methods, equipment, tools, materials, and safety practices.
  • Knowledge of applicable laws, regulations, policies, and procedures governing workplace safety and facility operations.
  • Ability to plan, organize, prioritize, and supervise the work of maintenance personnel.
  • Ability to communicate effectively and maintain positive working relationships with employees, contractors, vendors, government agencies, and the public.
  • Demonstrates sound judgment, professionalism, attention to detail, tact, and courtesy.
  • Ability to work independently and collaboratively in a team environment.
  • Must successfully pass a Tribal background investigation and drug screening.
  • Must maintain a valid driver's license in good standing and qualify under the Quapaw Nation Motor Vehicle Policy.

Experience:

  • Two years of experience in facilities maintenance, building operations, construction, or a related field, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities is required.
  • One year of lead or supervisory experience is preferred.

Education:

  • High school diploma or equivalent is required.
  • Specialized training in a related field is preferred.

Physical Abilities:

  • Ability to sit or stand for extended periods and perform tasks that require reaching above shoulder level, with or without reasonable accommodation.
  • Ability to push, pull, squat, kneel, bend, and safely lift and carry up to 75 pounds, with or without reasonable accommodation.
  • Visual acuity sufficient to perform essential job functions, with or without reasonable accommodation.
  • Ability to travel occasionally for meetings, training, seminars, or professional development opportunities.
  • Ability to safely operate a variety of hand and power tools in accordance with established safety procedures.
  • Demonstrates manual and finger dexterity sufficient to grasp, manipulate, assemble, and repair equipment or materials requiring precise hand and finger movements, with or without reasonable accommodation.
  • Ability to safely climb, work from, and descend ladders as required to perform essential job functions, with or without reasonable accommodation.
  • Ability to coordinate the use of upper and lower extremities while performing assigned duties, with or without reasonable accommodation.

 

Working Conditions:

  • Work is performed both indoors and outdoors, including office, shop, and field environments.
  • May be exposed to varying weather conditions, temperature extremes, noise, dust, and other environmental conditions associated with maintenance and repair work.
  • Required personal protective equipment (PPE) is provided and must be worn in accordance with established safety policies and procedures.
