Job Description

POSITION SUMMARY

The Legal Assistant III provides comprehensive legal administrative and litigation support services to the U.S. General Services Administration (GSA), Office of General Counsel (OGC). Operating within a nationwide legal office environment, this position delivers front office management, document preparation, case file and records management, legal review tracking, data entry, correspondence, scheduling, and court/board filing support. The Legal Assistant III may also provide Freedom of Information Act (FOIA) program support if the optional FOIA CLINs are exercised by the Government.

This is a full-time, on-site position performed at Government-designated OGC locations in Washington, DC, with the potential for authorized telework. The individual reports to the Contractor's on-site Program Manager or designated supervisor, and coordinates daily tasking with the GSA OGC Contracting Officer's Representative (COR) and assigned attorneys.

DUTIES AND RESPONSIBILITIES

Front Office and Reception Support
• Greet, screen, and direct visitors in accordance with Government security procedures and the OGC routing matrix.
• Control visitor access, implement visitor management and office security protocols, and maintain a professional front office environment at all times.
• Provide routine or procedural office information to visitors and callers as authorized by the Government.

Telephone, Visitor, and General Inquiry Support
• Answer, screen, and route incoming telephone calls; receive and record messages accurately.
• Ascertain the nature of caller and visitor inquiries and determine, consistent with Government direction, whether routine or procedural information may be provided.
• Follow the Government-provided routing matrix strictly; route all inquiries not explicitly covered to a designated point of contact for disposition.
• Protect sensitive information from unauthorized disclosure when responding to inquiries.

Scheduling, Calendar, Travel, and Timekeeping Support
• Maintain assigned attorneys' calendars; schedule and reschedule appointments, meetings, conferences, and conference calls.
• Maintain daily suspense lists, remind attorneys and staff of deadlines and commitments, and reserve meeting rooms to prevent scheduling conflicts.
• Schedule and make travel and lodging arrangements for OGC staff, including cost comparisons, pre-travel approvals, and travel voucher entry into ConcurGov or other Government-designated systems.
• Serve as timekeeper as assigned; input time, leave, and attendance information into HR Links or other designated systems.

Incoming and Outgoing Mail Support
• Receive, open, time-stamp, review, and distribute incoming mail and faxes; route priority and misdirected mail appropriately.
• Collect, sort, prepare, and dispatch outgoing mail daily; coordinate local courier service when necessary and approved.

Document Preparation, Legal Correspondence, and Word Processing
• Prepare legal documents, correspondence, reports, memoranda, legal briefs, exhibits, pleadings, and other written materials using Microsoft Office Suite, Google Workspace, Adobe Acrobat, and other Government-designated software.
• Produce documents from handwritten drafts, edited copy, or electronic files; prepare final-form correspondence with responsibility for format, arrangement, grammar, spelling, punctuation, capitalization, pagination, and consistency.
• Prepare documents requiring complex formatting, including charts, special symbols, tables of authorities, and other tables.
• Ensure documents comply with applicable office, agency, court, board, or commission formatting requirements.
• Review outgoing correspondence for proper signature, attachments, enclosures, and procedural compliance; flag formatting inconsistencies or missing references for the document author's review.

Filing, Case File, and Records Management Support
• Establish and maintain physical and electronic files; maintain documents, correspondence, case files, legal subject files, and other materials in accordance with applicable office file plans.
• Cross-reference, reorganize, add to, and retrieve files as needed; track case disposition and identify files to be purged.
• Safeguard files from loss or unauthorized disclosure; dispose of sensitive material per Government procedures.

Legal Filing and Court/Board Submission Support
• Prepare and assemble documents for filing, mailing, submission, or service; prepare required transmittal forms, envelopes, and related filing materials.
• Format documents in accordance with applicable court, board, commission, or agency rules.
• Support timely filing with the U.S. District Court, U.S. Court of Federal Claims, boards of contract appeals, the Government Accountability Office, Department of Justice, and U.S. Attorney offices, as directed.
• Maintain documentation showing that pleadings and materials have been filed, served, or submitted to the appropriate recipient.

Legal Review Tracking Support
• Circulate sensitive correspondence, legislative items, executive orders, and other matters requiring legal review and concurrence.
• Use Government-designated applications to track correspondence and other items through the review process; communicate with OGC divisions to confirm legal concurrence.
• Maintain records of tracked items; generate reports regarding OGC responses as requested.

Legal Research and Reference Material Support
• Receive, catalog, shelve, and inventory legal publications, books, and documents.
• Search for, assemble, and summarize information from authorized sources using LexisNexis, Westlaw, GSA electronic databases, and other authorized resources.
• Prepare recurring statistical and managerial reports reflecting legal workload, as directed.

Data Entry and Tracking Support
• Enter and update office budget, timesheet, leave, travel, training, workload tracking, and litigation case tracking information in Government-designated systems.
• Perform internet searches and other data entry and tracking duties within the scope of this position.

Document Reproduction and Assembly Support
• Coordinate with attorneys and staff regarding copying, printing, scanning, and assembly requirements.
• Reproduce and assemble legal documents, litigation materials, and special or recurring reports; prepare document packages for review, filing, mailing, or distribution.

Office Equipment and Supply Support
• Provide printing, photocopying, scanning, shredding, and related support services; perform minor equipment maintenance and request service as needed.
• Perform periodic inventory of general office supplies and recommend purchases.

Optional FOIA Program Support
• Receive, log, ascertain, and route incoming FOIA requests and related communications.
• Gather requested records, prepare and assemble responsive documents within legally prescribed timeframes, and assist with identifying potentially applicable FOIA exemptions (subject to Government review).
• Prepare redactions and draft FOIA responses (subject to Government review and approval); establish and maintain physical and electronic FOIA files.
• Review FOIA correspondence for format, style, attachments, enclosures, and procedural compliance.
• Track disposition of FOIA requests; prepare recurring statistical reports reflecting FOIA workload and managerial metrics.

Job Requirements

MINIMUM QUALIFICATIONS

Candidates must meet all of the following minimum qualifications to be considered compliant:
• Minimum of three (3) years of federal litigation support experience, including direct experience supporting attorneys in a federal agency, military legal office, or equivalent federal legal environment.
• Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Google Workspace (Gmail, Docs, Sheets, Calendar), Adobe Acrobat DC or Foxit PhantomPDF, and Microsoft Edge.
• Familiarity with Cisco Jabber or equivalent enterprise communications platforms.
• Ability to communicate effectively, both orally and in writing, with attorneys, Government staff, and the public.
• Detail-oriented with the ability to handle multiple concurrent tasks and prioritize work effectively in a fast-paced legal office environment.
• Must be able to obtain and maintain a favorable Tier 1 suitability determination (low-risk Public Trust) and comply with all GSA security, badging, and credentialing requirements.
• U.S. citizenship or legal authorization to work in the United States.

PREFERRED QUALIFICATIONS

In addition to the minimum qualifications above, the following experience, skills, and credentials are strongly preferred and will strengthen the candidate's profile under Evaluation Factor 2 (Key Personnel/Resumes):
• Five (5) or more years of federal litigation support experience, with increasing responsibility in legal administrative and case management functions.
• Direct prior experience supporting a federal Office of General Counsel, Inspector General, Department of Justice, U.S. Attorney's Office, or similar headquarters-level legal organization.
• Demonstrated experience with federal court and administrative filing procedures, including filings with the U.S. District Court, U.S. Court of Federal Claims, boards of contract appeals, or the Government Accountability Office.
• Experience with Freedom of Information Act (FOIA) processing, including intake, tracking, responsive document assembly, redaction, and reporting within prescribed statutory timeframes.
• Proficiency with federal legal research tools such as LexisNexis and Westlaw.
• Experience with Government travel and timekeeping systems, including ConcurGov and HR Links.
• Experience with electronic case management, document management, or e-discovery platforms used in federal legal environments.
• Prior handling of Sensitive But Unclassified (SBU) information, personally identifiable information (PII), procurement-sensitive data, or attorney-client privileged materials.
• Experience providing front office and reception support in a federal legal office, including visitor management and adherence to facility security procedures.
• Associate's or bachelor's degree, paralegal certificate, or equivalent formal training in legal studies, paralegal studies, or public administration.
