The Senior Development Management role leads pre‑NTP development activities across Qcells’ DG solar and standalone ESS portfolio. The role spans four core functions:
- Development due diligence to support project Acquisitions
- Lead acquired projects from point of Close to NTP
- Drive early‑stage greenfield ESS development
Responsibilities
Primary Responsibilities (Pre‑NTP Focus)
- Lead development DD across permitting, zoning, environmental, and land use.
- Evaluate interconnection status, risks, upgrades, and utility timelines.
- Validate program eligibility (VDER/ICSA/PWA, IL ABP, NJ SREC‑II, MD CSI).
- Review early engineering and site constraints with internal teams.
- Identify gating items and critical‑path issues.
- Prepare concise DD summaries and development risk memos.
- Project Management and Ownership from Origination to NTP
- Own NTP schedules, risk registers, and development budgets.
- Drive permitting, land use approvals, environmental deliverables, and utility tasks.
- Manage consultants (survey, civil, environmental, geotech, counsel).
- Align closely with Transaction and Construction Leads for smooth handoffs.
- Provide clear weekly updates and timely escalations.
- Greenfield ESS Development
- Partner with Land Origination team with direct oversight of junior team members, to identify new ESS siting/interconnection opportunities.
- Lead early development: site control, zoning feasibility, interconnection filings.
- Coordinate with Finance on revenue models and with Engineering on system design.
- Engage utilities, permitting authorities, and local stakeholders.
- Build repeatable processes for ESS development at scale.
- Leadership, Training, and Management
- Experience leading projects and/or junior team members with limited oversight, serving as the primary internal owner responsible for schedule, budget, risk management, and executive‑level communication
- Maintain alignment with Acquisitions, Engineering, Interconnection, Policy, Finance, and Legal. Manage external consultants and local stakeholders efficiently.
- 10 years in renewable energy development with DG solar and/or ESS experience.
- 5 years of direct experience leading projects from early stage to late stage and NTP
- Strong knowledge of permitting, interconnection, incentives, and NTP processes.
- Expertise in DG markets (NY, IL, NJ, MD) and community solar / state program rules.
- Fluency in incentive compliance (VDER/ICSA/PWA, ABP, SREC‑II, CSI) and PJM/GETS participation for storage.
- Familiarity with ITC pathways (energy community, brownfield, domestic content).
- Proven ability to manage complex, multi‑stakeholder development workflows.
- Excellent communication skills with strong risk identification/ escalation judgment.
- Technically conversant in ESS fundamentals.
- Direct experience with development in Northeast/Midwest/ Mid-Atlantic markets.
- Strong analytical and commercial problem‑solving skills.
- Ability to manage consultants and external resources.
- Proficiency in MS Office; familiarity with GIS, CAD, and PM tools.

- This target salary range is for CA positions only and should not be interpreted as an offer of compensation.
Salary : $135,000 - $165,000
