Project Summary
The EUR/ACE Monitoring, Evaluation, and Learning (MEL) Task Order supports the U.S. Department of State’s Bureau of European and Eurasian Affairs in strengthening evidence-based decision-making across a diverse portfolio of foreign assistance programs. The project provides comprehensive MEL services, including project- and portfolio-level monitoring, third-party monitoring, evaluations, data quality assessments, and strategic learning. Operating in complex and, at times, conflict-affected environments, the task order emphasizes methodological rigor, adaptive management, and timely delivery of actionable insights to inform policy and programmatic decisions. The task order supports EUR/ACE headquarters by delivering timely, high-quality MEL services through close coordination with bureau staff, implementing partners, and task order leadership to inform program oversight, learning, and decision-making.

The Task Order Manager serves as the senior lead responsible for overall contract execution, performance management, and client engagement for the EUR/ACE MEL task order. The role provides strategic direction, ensures compliance with DOS requirements, and oversees delivery of all technical, financial, and administrative aspects of the contract. This role is billable at 50% and is contingent upon award.

U.S. Citizenship. Active Secret-level clearance or ability to obtain an interim Secret clearance.

General Duties And Responsibilities
- Provide overall leadership and management for a multi-year MEL task order supporting EUR/ACE.
- Serve as the primary point of contact with the COR, CO, and senior EUR/ACE stakeholders.
- Oversee contract performance, staffing, budgets, schedules, and risk mitigation.
- Ensure compliance with 18 FAM 301.4, contract SOW/PWS requirements, and quality control standards.
- Lead strategic planning, adaptive management, and integration of meta- and project-level MEL systems.
- Supervise Key Personnel and senior technical staff; ensure continuity and succession planning.
- Review and approve major deliverables, reports, and briefings prior to submission.
- Master’s degree in international development, public policy, evaluation, or related field.
- 15 years of experience in foreign assistance, MEL, and program management.
- Demonstrated experience managing $5M USG contracts and teams of 10 staff.
- Senior-level leadership, contract management, and client engagement skills.
- Deep knowledge of DoS foreign assistance and MEL policies.
- Strong written and oral communication skills.
