The IV&V Analyst provides objective, risk-based oversight of system development and implementation for government clients, ensuring that software, systems, and project deliverables comply with applicable requirements, standards, and contractual obligations. This role operates independently of the development team to deliver impartial assessments that safeguard project investment and stakeholder confidence.

This role operates independently of the development team to deliver impartial assessments that safeguard project investment and stakeholder confidence.
Essential Duties & Responsibilities
- Conduct independent assessments of project plans, system requirements, design documents, test plans, and code artifacts to verify completeness, correctness, and compliance with applicable standards (IEEE, PMBOK, CMMI, state/agency-specific guidelines).
- Develop and execute IV&V assessment plans, including scope, methodology, criteria, and reporting cadence, tailored to the program's risk level and project lifecycle phase.
- Perform requirements traceability analysis to confirm that all functional and non-functional requirements are addressed throughout design, development, and testing.
- Review and independently evaluate test strategies, test cases, and test results to validate that testing is adequate, thorough, and aligned with acceptance criteria.
- Identify, document, and track defects, risks, findings, and corrective action recommendations; monitor their resolution through closure.
- Prepare and present IV&V status reports, findings briefings, and formal assessment deliverables to agency leadership, project sponsors, and oversight bodies.
- Assess project management artifacts (schedules, risk registers, change management logs, budget reports) for accuracy, consistency, and alignment with approved baselines.
- Evaluate system architecture and design for compliance with security, interoperability, accessibility (Section 508), and performance requirements.
- Coordinate with program management, development contractors, and quality assurance teams to communicate IV&V findings and support timely resolution of issues.
- Support readiness reviews (design reviews, test readiness reviews, operational readiness reviews) and provide formal go/no-go recommendations.
- Maintain IV&V evidence repositories and ensure all assessment documentation meets audit and contractual retention requirements.
Education
Bachelor’s degree in Computer Science, Information Systems, Systems Engineering, Business Administration, or a related technical discipline.
Experience
- At least five (5) to seven (7) years of demonstrated experience performing IV&V or independent quality oversight for state or federal government IT projects applying the Institute of Electrical and Electronic Engineers (IEEE) Std. standards with a contract value of $10M or more.
- Demonstrated IV&V experience on at least two (2) full-lifecycle IT projects where SaaS or PaaS technology was implemented.
- IV&V experience must span a full project lifecycle, including, at a minimum, requirements review, design review, testing oversight, and project closeout/acceptance. This includes evaluating UAT script development and performing end-to-end functionality assessments.
- Proficiency in reviewing and assessing software development lifecycle (SDLC) artifacts across multiple methodologies (Waterfall, Agile/Scrum, hybrid) for projects with over 5,000 users or with data conversion exceeding 15M records.
- Experience developing formal IV&V deliverables such as IV&V Plans, Assessment Reports, Risk Registers, and Management Briefings.
- Familiarity with state procurement environments, including California Department of Technology (CDT) project oversight requirements, is highly desirable.
- Working knowledge of requirements management tools (e.g., DOORS, Jira, Azure DevOps) and document management platforms.
- Familiarity with testing frameworks and test management tools (e.g., HP ALM/Quality Center, qTest, Zephyr).
- Understanding of cybersecurity principles, risk management frameworks (NIST RMF, FISMA), and secure SDLC practices.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Project); experience with data analysis or reporting tools is a plus.
- Active certification in one or more of the following: PMP (Project Management Professional), PMI Agile Certified Practitioner (PMI-ACP), Certified ScrumMaster (CSM)
- Graduate degree in a relevant technical or management discipline.
- Prior experience supporting California state technology programs subject to CDT Oversight, including Stage Gate reviews and Independent Project Oversight Consultant (IPOC) engagements.

Working Conditions & Additional Requirements
- Ability to obtain and maintain applicable state background investigation approvals as required by client engagements.
- Willingness to travel to client sites within California or other assigned locations as project needs dictate (up to 10%).
