PWSD #10 of Cass County is a public water supply district in Peculiar, MO. PWSD #10 of Cass County is seeking a full-time District Manager for our Peculiar, MO office. This position will be responsible for the overall operation of the office, water distribution system, and the efficient management of staff. The District Manager will work with the Board of Directors and Office Manager to ensure that all office needs are met, including but not limited to: office management, clerical support, water operations, and customer service.
Job Description: The District Manager, under general supervision of the Board of Directors, performs a variety of skilled, technical, supervisory, and administrative work in the planning, construction, operation, repair, maintenance, and replacement of water distribution systems.
Job Scope: Overall management of system includes (but not limited to):
- Management, preparation, administration, and monitoring of the district’s budget.
- Planning for the future as well as program development for current maintenance and repair activities.
- Supervision of office manager, field operator(s), and administrative assistant.
- Work with vendors to ensure that supplies are ordered when needed.
- Oversee all aspects of office operations including: scheduling, hiring and training of staff, billing and collections, customer service, and office maintenance.
- Work with the Board of Directors and Office Manager to ensure that all office needs are met.
- Maintain a positive attitude in dealing with both customers and co-workers.
- Maintain an organized filing system in accordance with office policies and procedures.
- This position requires working in various environments and weather conditions.
- The work can be physically demanding including lifting or moving items between 50 and 100 lbs., and walking long distances in difficult terrain and/or inclement weather.
- Individual must not be afraid of heights and will be required to climb water towers as needed; at times climbing with additional weight of up to 25 pounds.
- Perform other duties as assigned.
Qualifications:
- Missouri DNR Water Distribution System Certification DS-II preferred. If not certified, ability to obtain DS-II or higher within 12 months of hire and maintain thereafter.
- Previous water district experience preferred.
- An Associate or Bachelor's Degree preferred, but not required.
- Critical thinking skills and knowledge of resources to call for assistance in the resolution of a problem are essential.
- Strong organizational and planning skills, attention to detail, ability to take initiative, self-start, multi-task, and prioritize tasks.
- Strong computer skills including use of standard Office programs, maintaining databases, navigating websites and online media.
- Thorough knowledge of equipment, facilities, materials, methods, and procedures used in water distribution systems.
- Knowledge about the process of water pipe installation and repair.
- Ability to guide, direct, and motivate employees.
- Ability to establish and maintain effective working relationships with employees, the public and other districts.
- Experience maintaining financial records and a knowledge of generally recognized sound accounting principles; QuickBooks experience preferred.
- Excellent written and verbal communications skills.
- Familiarity with and ability to troubleshoot basic office equipment.
- Ability to read and interpret a variety of document types, including various map formats, contracts, and legal documents.
- Professional appearance and demeanor.
- Valid Missouri driver’s license.
- Must be bondable.
- Must live within a 10-mile radius of the district or be willing to relocate.
