The Punta Gorda Housing Authority (PGHA) is in search of a Full-Time Resident Opportunity and Self Sufficiency (ROSS) Services Coordinator (SC). The purpose of the ROSS SC position is to assist Public Housing residents of the PGHA to make progress towards economic and housing self-sufficiency by removing educational, professional and health barriers they face. This position will need to access all available resources and provide resources to residents by individual and/or group programs. The ROSS SC is responsible for providing case management, assess resident’s needs, and work in partnership with local services providers to fulfill those needs. The ROSS SC is responsible for preparing monthly reports.

Essential Duties and Responsibilities

  • Coordinate a local Program Coordinating Committee (PCC) with local service providers to ensure that program participants are linked to supportive services needed to achieve self-sufficiency. The ROSS SC will act as a liaison between the residents/PGHA and local service providers.
  • Market the program to all residents. This includes but not limited to: residents that are elderly/disabled, those that are single parent heads-of-household, at-risk youth and/or transition age youth.
  • Provide general case management which includes intake, assessment, education, and referral of residents to service providers in the local community.
  • Coordinate and oversee the delivery of services, ensuring services are provided on a regular, ongoing, and satisfactory basis.
  • Coordinate and sponsor educational events, which may include topics relating to health care, job search seminars, life skills training, and digital literacy.
  • Assist the PGHA to create a resident group to promote self-sufficiency efforts and/or encourage residents to build informal support networks with other residents, family and friends.
  • Encourage the formation of Civic Engagement and/or Self-Help Groups with residents and faith-based and/or other community-based groups if a particular need is evident. The purpose is to foster a sense of community and encourage residents’ efforts to support and assist each other in their efforts to move toward self-sufficiency or age in-place.
  • Monitor and track the ongoing provision of services including supportive services from community agencies. Keep the case management and provider agencies up-to-date regarding the progress of individual participants. Monitor the provision of supportive services where appropriate.
  • Track and report monthly to HUD and Executive Director by using the Logic Model form on the progress of residents enrolled in the program.
  • Evaluate the overall success of the program.
  • Performs other duties as assigned.

Qualifications

  • Knowledge of applicable “HUD” rules and regulations as they pertain to public housing.
  • Knowledge of general landlord/tenant and fair housing laws.
  • Knowledge of issues facing public housing residents and ability to communicate with individuals of varying social, educational, and economic backgrounds.
  • Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with whom the position interacts.
  • Familiarity with local welfare agencies and Agency-sponsored service programs.
  • Ability to maintain tact and professionalism in crisis management situations.
  • Ability to analyze and interpret housing policies and procedures.
  • Knowledge of elder services, disability services, drug and alcohol abuse by the elderly, and mental health issues.
  • Demonstrate the ability to advocate, organize, problem-solve, and provide results for low-income families, the elderly, and/or people with disabilities.

Education and/or Experience

  • Bachelor of Social work or degree in Gerontology, Psychology, or Counseling is preferable; although any other degree is fully acceptable. PGHA may also consider individuals who do not have a college degree but who has three years of experience in social services delivery for low-income youth, adults and senior citizens and/or people with disabilities.

Job Type: Full-time

Pay: $19.00 - $22.00 per hour
