Job Summary

 

This position is responsible for the coordination of planning, design and construction management  of major maintenance and capital projects.  This position will be responsible for oversight of multiple projects on behalf of the District.  Specifically, the position will be responsible for preparation of estimates, schedules overseeing design and construction processes per District and State requirements.  This position will also provide  field observations, inspections, documentation, and administration associated with capital projects, major maintenance projects, and MS4 Stormwater Compliance. Associated tasks include reviewing plans, specifications, geotechnical, and surveying information. Employees manage normal, reoccurring assignments on their own and refer new and unusual policy matters to their immediate supervisor.

Essential duties and responsibilities may include, but are not limited to the following:

 

  • Manages District capital and major maintenance projects from inception through project closeout, to include, but not limited to, planning, scheduling, coordinating, supervising, and reporting to meet project scope and deadlines.
  • Prepares, processes, and submits requests for quotes, requests for information, cost estimates, budgets, contract documents, material submittals, change orders, pay applications, reports of progress, observations, inspections, and cost tracking, opinions of probable costs, general correspondence, and other various documents.
  • Interpret and explain plans, specifications, geotechnical reports, surveying information, and contract terms to representatives of the District, including administrative staff, workers,  and discusses deviations from specified construction procedures to ensure compliance with regulations governing construction.
  • Conducts observations and inspections related to the construction of buildings, roadways, trails, drainage, MS4, and utility infrastructure to ensure compliance with the project plans and specifications to a reasonable standard.
  • Inspect or review projects to monitor compliance with design standards, construction specifications, building and safety codes or other regulations.
  • Implement new or modified plans in response to delays, bad weather, or construction site emergencies.
  • Coordinates with District staff, contractors, government agencies, consultants, residents, and external utility companies matters relating to communication, scheduling, and resolution of problems.
  • Confer with supervisory personnel, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, or construction problems.
  • Provides District representation at various trade committees.
  • Conducts annual MS4 detention pond inspections to comply with the District’s Standard MS4 permit.
  • Be advocates promoting health and safety in the workplace.

 

Knowledge

 

  • Applicant must possess knowledge of building design and construction processes including budgeting and scheduling management, design, contracts, technical issues, codes, construction documentation and construction administration.
  • Ability to manage budgets and schedules for multiple projects at once.
  • Experience with delivery methods including Design/Bid/Build, CM/CG and/or Design/Build.
  • Experience managing consultants and contractors during all phases of design and construction.
  • Applicant must possess knowledge and have professional experience of utilizing engineering principles as applied to the basic design of public works infrastructure.
  • Must be knowledgeable in industry standards regarding roadway, drainage, utility and building construction.
  • Must be knowledgeable in Municipal Separate Storm Sewer System (MS4) permit requirements.
  • Must be knowledgeable with the “Manual on Uniform Traffic Control Devices.”
  • Advanced computer skills to include the ability to use Microsoft Word, Excel, PowerPoint, MS Project, Aurigo or other project management software, Bluebeam, and Google Suite.
  • Knowledge of current principles and practices applicable to assigned areas of responsibility; local, state, and federal laws and regulations related to assigned functions.
  • Knowledge of applicable District and department policies and procedures as well as the willingness to learn and follow any policy or procedure that may be introduced in the future.

  • Willingness to continue to learn new information, skills, and abilities.
  • Utilizing common tools, equipment, and materials of the trade.

Required Education/Certifications/Experience

 

  • High school diploma or G.E.D.
  • Must have and maintain a valid Colorado class “R” driver’s license.
  • Stormwater Control Measures Inspection and Maintenance Certification Course CDOT or approved equal, or ability to receive this qualification within one (1) year of assignment.
  • Five (5) years of related experience in civil design, surveying, construction inspection, project management, or related fields

 

Preferred Education/Certifications/Experience

 

  • Bachelor Degree in Civil Engineering, Project Management, Construction Management, or related technical field is preferred.

Position Type/Expected Hours of Work

  • Regular District business hours are Monday-Friday 8:00am-5:00pm.  The actual work schedule for the specific Department/Division may vary to balance the internal and external needs outside of the normal business schedule.  Work is subject to recurring deadlines and interruptions.
  • This is a full-time position. Typical Division days and hours of operation are Monday through Thursday 6:30 am to 4:00 pm and Friday 7:00 am to 11:00 am or as determined by the Manager.

 

Physical Demands

 

  • Frequent use of keyboard devices, extended use of computer keyboard.  Standing, sitting and bending on a regular basis.
  • Heavy lifting, reaching, stooping, bending, crawling, crouching, and climbing.
  • Work at work sites and construction zones requiring walking over uneven or rough terrain; awareness of surroundings; exposure to dust, weather conditions, equipment, noise, etc.  Work may require occasional exposure to hazards; exposure to dirt and soil; temperature extremes and unusual environmental conditions.  Subject to call back in emergencies.  Use fingers to operate computer or typewriter keyboards, hand tools, mechanical tools, and devices.  Appropriate professional interaction with others and in attendance at meetings of various sized groups and at various settings.
  • The work may also be sedentary with periods of light physical activity and is performed in office surroundings.  Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards.  The work requires the ability to speak normally and to use normal or aided vision and hearing.

 

Unusual Demands

 

  • Worker is required to provide assistance during call backs and emergencies, subject to reoccurring deadlines and interruptions, subject to work hazards and unpleasant conditions, occasional exposure to inclement weather, may be required to work beyond normally scheduled work hours.
  • Workers are subject to frequent interruptions and deadlines, may be required to attend meetings and expected to conduct self appropriately.
