Job Overview:

The Director of Youth Programs and Strategy provides strategic leadership for adolescent health programs within PHMC's Health Promotion Services (HPS) and Health Promotion Council (HPC). This role oversees the development, implementation, evaluation, and expansion of youth-focused initiatives, including evidence-based programs related to tobacco prevention, sexual health, violence prevention, and health equity.

The Director is responsible for driving program growth, developing new funding opportunities, managing grants and contracts, ensuring fiscal and regulatory compliance, and building strong partnerships with community organizations, schools, funders, and public agencies. This position also leads efforts to expand youth programming, strengthen program evaluation, and establish curricula as evidence-based.

The Director supervises a team of approximately 10–12 staff, providing leadership in performance management, professional development, recruitment, and workforce retention while fostering a collaborative, high-performing culture.

Key Responsibilities

  • Lead the strategic planning, implementation, and growth of youth-focused public health programs.
  • Manage program budgets, grants, contracts, compliance, reporting, and fiscal oversight.
  • Develop and submit grant proposals to secure new funding and sustain existing programs.
  • Build and maintain partnerships with funders, schools, community organizations, and public health stakeholders.
  • Monitor program performance through data analysis, quality improvement, and evaluation activities.
  • Supervise and develop program leadership and staff, including hiring, coaching, performance management, and professional development.
  • Represent PHMC/HPC at conferences, community meetings, and with external partners.
  • Collaborate across PHMC departments to integrate services, expand programming, and advance organizational strategic goals.
  • Support marketing, communications, and community engagement efforts to increase program visibility and impact.
  • Perform other related duties as assigned.


Essential Skills:

Knowledge of youth empowerment, advocacy, health disparities, and public health theories, principles, and practices—and demonstrated ability to apply knowledge in a practical setting.

  • Demonstrated knowledge of effective practices for building nonprofit monitoring and evaluation design and implementation.
  • Skillful in exercising leadership in a manner that will build teams and/or partnerships among staff, foster collaboration across departments, build partnerships, and advance HPC organizational objectives in health equity.
  • Knowledgeable of functions, operations, policies, regulations, and experiences working with community health programs at the federal, state, and local level.
  • Proven writing ability of letters, reports, presentations, abstracts, articles, grant proposals, and work statements.
  • Ability to manage multiple grant-funded projects.
  • Clear communicator with ability to translate complex ideas into actionable work plans, and with demonstrated experience drafting reports, presentations, abstracts, and proposals for a variety of audiences.
  • Familiarity in working with young people and diverse populations.
  • Strong ability to establish priorities, work independently, and meet competing deadlines with minimal supervision.


Experience:

  • Minimum of five (5) years of progressive experience supervising staff; managing youth programs; providing fiscal and administrative oversight for large-scale, federally, state-, and locally funded initiatives; and leading program development, including securing and sustaining funding to support programs and initiatives is required.
  • Strong demonstrated experience in strategic planning, implementing, and evaluating public health programs,s including data collection, analysis, and reporting endeavors.
  • Experience with grant writing and securing funding and managing contracts with governmental and private entities.


Education:

  • Master's degree in public health, social work, community health, education, or equivalent required.
