For over 60 years PSS has performed vital and important work – through its ten senior centers, two apartment buildings and affiliated programs, the agency touches the lives of over 2,000 people a day. As the Bookkeeper for the PSS Finance Department, you will be responsible for completing various administrative and accounting functions for the department. The Bookkeeper’s role is vital in ensuring that there is efficient and timely completion of these duties to maximize the capacity and impact of each program in the community.
This position reports to the Chief Finance Officer.
RESPONSIBILITIES:
The Finance Director oversees the daily operations of the Finance Department, including:
- Leading programs financial planning and budgeting processes, including budget implementation, budget modification, short-term planning, and cost allocation.
- Managing the month-end close process in collaboration with the team to ensure accuracy and timeliness.
- Overseeing all accounts, ledgers, and reporting systems to ensure compliance with GAAP standards and regulatory requirements.
- Supervising accounts payable functions, including invoice processing, payment schedules, and promoting accountability and continuous process improvement.
- Overseeing revenue and accounts receivable processes, conducting analytical reviews of all revenue sources to ensure accuracy, identify trends or discrepancies, and support strategic decision-making through data-driven insights.
- Supervising payroll processes and statutory benefits to ensure compliance.
- Guiding financial decisions by establishing, monitoring, and enforcing financial policies, internal controls, and procedures.
- Ensuring timely and accurate data and reports are available to support managers in supervising staff and projects effectively and sustainably.
- Overseeing contract management to ensure optimization, compliance, and fulfillment of reporting requirements.
- Supervising finance staff to ensure proper utilization, tracking, and maintenance of all accounting systems and functions; managing workflows to meet deadlines with high-quality output.
- Assist with the annual audit process, ensuring a clean audit with no material weaknesses.
- Reconciling bank and investment statements monthly, monitoring cash transactions, and maintaining cash flow projections to ensure liquidity and financial stability.
- Supporting special projects as assigned by the CFO.
Contract Management: The Finance Director closely oversees contracts with DFTA, DOH, and NYSOFA, including:
- Managing the contract process from RFP through registration, ensuring all documentation and electronic portals are updated in a timely manner with required information.
- Maintaining contract files in accordance with funding agency standards.
- Keeping PSS online profiles up to date with documentation, including PASSport and the Statewide Financial System.
QUALIFICATIONS AND EXPERIENCE:
- Bachelor’s Degree with a relevant advanced degree (MBA, MPA, or MS in Accounting).
- At least five years of experience in financial leadership.
- Experience managing DFTA, DOH, and NYSOFA contracts.
- A proactive and mature approach; experience at the management team level is a plus.
- Experience in finance (accounting, budgeting, control, and reporting) and HR
- Strong analytical skills with the ability to translate strategic vision into operational execution.
- Excellent prioritization and focus across a wide range of responsibilities.
- Technical expertise in finance, financial planning, and accounting.
- Experience with contract management in a nonprofit environment.
- Proven ability to oversee daily operations effectively.
- Strong leadership and people management skills, with a focus on developing high-performing teams.
- A collaborative and flexible work style with a strong service orientation.
- Effective communication skills, both verbal and written.
