Job Summary
Management of all major construction contracts for LIPA's capital program on electrical transmission, distribution and substation facilities. Provide construction management services for any significant system failure where repairs warrant the use of outside contractor resources. Establish priorities and schedules for all phases of construction work based upon approved budgets and system requirements. Serve as Construction Manager to integrate the activities of multiple internal constructing organizations with contractor activities to achieve project objectives.
Job Responsibilities

Job Summary

Job Responsibilities
- Manage a team of Construction Supervisors and Senior Supervisors that are responsible for the construction of major capital improvement projects on LIPA's electrical transmission, distribution and substation facilities.
- Provide technical consultation, direction and assistance to Sr. Construction Supervisors and Project Managers on utility construction practices, methodologies and procedures.
- Develop appropriate inspection and quality assurance programs and assure consistent implementation.
- Support the Project Managers directly in the development of the work plans by integrating requirements for clearances, construction resource availability, material and permit constraints, into the overall plan for major projects.
- Manage all phases of the contractor procurement life cycle: constructability reviews, development of bid strategies, selection of contractors to bid, technical evaluation of bid proposals, contractor selection.
- Ensures contractor compliance with all safety criteria established by Corporate Safety including contractor safety ratings and Health and Safety Plan development and compliance.
- Supervise contractor activities to ensure work is performed in compliance with regulatory and corporate safety standards to ensure worker and public safety.
- Monitor and report on any incidents, review incident analysis and implement corrective actions analysis.
- Monitor contractor schedule performance, evaluate compliance and direct corrective actions as needed.
- Develop and maintain positive relationships with customers to promote a positive image for both PSEGLI and LIPA.
- Promptly resolve customer concerns.
- Provide detailed status reports for construction schedule, contract spend forecasts, etc.
- Manage the contractor invoice process to ensure compliance with established procedures.
- Lead for claims negotiations and settlements with contractors. Coordinate corrective actions with Procurement and Legal as needed.
- Create and implement employee development plans.
- Manage workplan to ensure Construction Supervisor assignments are based on experience, training and development.
- Secure supplemental skilled supervision personnel to meet project specific requirements.
- Bachelor’s degree, preferably in Engineering or Construction Management and a minimum of 10 years of utility engineering, construction, maintenance, operations and/or project management experience. In lieu of a degree, a minimum of 15 years of experience in electric utility construction, maintenance, operations and/or project management
- Minimum 5 years supervisory experience
- Detailed working knowledge of electric substations, electric transmission and distribution systems, civil construction and lead/asbestos abatement experience
- Knowledge of electric system operations and procedures for submitting for line and equipment clearances on transmission and distribution facilities
- Knowledge of specification and contract enforcement, applicable technical standards, OSHA and other regulatory statutes
- Knowledge of trade agreements, procedures, techniques, work methods and standards used in the construction industry
- Ability to read and interpret specifications and drawings and convey interpretations to contractors
- Ability to investigate and solve construction problems in a timely manner with minimum dependence on others
- Ability to assess, develop and motivate staff
- Strong administrative and organizational skills to effectively monitoring contractor progress, cost control and contractual interpretation matters
- Strong customer service experience and the ability to interface with all levels of management
- Strong communication, leadership and negotiation skills
- Skills in claims prevention, defense and resolution
- Proficient in relevant software e.g. Microsoft Office products (Excel, Word, Project)
- Must possess a valid U.S. driver’s license and maintain a satisfactory driving record
- Department of Energy's regulation 10 CFR 810 is required
- Experience in fact finding including knowledge and understanding of where to find and how to present relevant information
- Experience of using project/contract management systems to understand and analyze data
- Knowledge of PSEGLl's business operations, company policies and practices
