Director of Risk Management - Business Services (2025-2026)

Primary Purpose:

Responsible for leading, planning, and directing the district's safety, insurance, and risk management programs to minimize risk and financial loss across all district operations. Analyze potential risks, assessing their financial impact, and ensuring the district’s compliance with local, state, and federal regulations. Oversee the development and implementation of policies and procedures for safety and emergency management, ensuring that district facilities remain secure and all safety audits and emergency management plans are up to date.

 

Qualifications:

Education/Certification:

  • Bachelor’s Degree in related field preferred
  • Certified Safety Professional or Advanced Safety Certificate preferred
  • Certified School Risk Management (CSRM) preferred
  • Incident Command System (ICS)
  • Certification to access the National Incident Management System (NIMS) including 100, 200, 300, 400, 700, 800 levels of ICS training, preferred or required within two years of employment
  • Certification CPR/First Aid/AED
  • Certified National First Responder, preferred or must be obtained within two years of employment

Special Knowledge/Skills:

  • Knowledge of Incident Command, Unified Command Security, and Community Systems
  • Knowledge of Texas Unified School Safety Standards and safety audit processes
  • In-depth knowledge of Texas Workers’ Compensation code and safety protocols
  • Skilled in conducting safety drills, implementing policies, and ensuring compliance with fire safety codes
  • Proficiency in risk management, loss prevention, and safety communications
  • Familiarity with security systems and their applications (including cameras, visitor management, fire alarms, etc.)
  • Strong ability to develop and manage incident action plans and safety procedures
  • Excellent communication, organizational, and interpersonal skills
  • Proficient in data analysis, reporting, and documentation using various software
  • Ability to collaborate effectively within teams and analyze complex policies and laws
  • Strong organizational skills with the ability to maintain accurate and detailed records

Experience:

Three to five years of direct safety and emergency management experience in a supervisory or leadership role

 

Major Responsibilities and Duties:

Risk Management & Safety Programs:

1. Collaborate and work in conjunction with departments such as Police, Maintenance, Health Services, Benefits, and Human Resources to establish and manage risk management protocols.

2. Develop and implement safety, security and emergency management plans for District operations and campuses in alignment with local, state, and federal guidelines, including Incident Action Plans and After-Action Reports for all major planned or unplanned events.

3. Support, as requested, the district’s communication/radio and security systems, ensuring compliance with FCC licensing and providing maintenance and upgrades as needed.

4. Support, as requested, the systems installations and upgrades, daily operations, and contracted maintenance of the district’s video surveillance, visitor management, and fire alarm/suppression systems to ensure safety and security of all district facilities.

5. Advise senior leadership on risk-related matters, offering strategic recommendations and actionable solutions. Provide expert guidance on potential loss exposures concerning district assets and employees, and propose effective strategies to mitigate these risks while minimizing associated costs.

6. Support, as requested, the district’s fire inspection and fire code compliance including filing of annual Tier 2 reports and maintenance of associated records.

7. Support District Departments and campuses, as requested, to establish training programs for staff, including regular safety drills and exercises aligned with National Incident Management System (NIMS) and safety protocol compliance.

8. Collaborate with other departments on safety equipment purchases, materials, and training, including making recommendations on personal protective equipment (PPE).

9. Coordinate with and assist campuses and departments with safety drills and management of safety audit processes.

10. Develop district safety manuals and attend safety committee(s) meetings in an advisory capacity.

11. Oversee the District’s risk management, safety programs, unemployment, and workers’ compensation claims.

12. Manage insurance programs, including any RFPs and RFQs, making sound recommendations for the selection of brokers, negotiating with carriers, and ensuring efficient claims administration.

13. Work cooperatively with brokers, insurers, service providers, and district personnel on the design, implementation, and monitoring of safety, loss prevention, and claims administration programs for the district and recommend proper safety equipment or procedures needed to provide a hazard-free environment.

14. Receive, review and process reports and investigations of staff, student, and visitor injuries and property damage claims in a timely manner to identify safety concerns and make recommendations to reduce accidents and claims.

15. Act as liaison with the Benefits Manager on Workers Compensation processes, claims review, and precautionary methods needed to reduce claim exposure and prevent additional injuries, and act as an advocate for District employees regarding safety and risk management.

16. Assist in the facilitation of the district’s return to work program.

17. Support the development and implementation of a district-wide energy management program. Lead efforts to assess and optimize energy usage and equipment across the district, identifying opportunities for improvement in energy management procedures, systems, and resources. Conduct thorough needs assessments to enhance energy efficiency and sustainability. Regularly communicate with district officials regarding energy consumption and conservation strategies. Oversee the installation, repair, and upgrading of energy management systems in district facilities. Conduct routine visits to facilities to inspect monitoring devices, evaluate utility usage, and recommend the replacement or disposal of outdated equipment as needed.

18. Work in connection with the Health Services Department in the delivery of new employee training for CPR/First Aid, including documentation of all employees requiring training and the ordering of safety supplies for district locations.

19. Assist local fire and police departments on issues relating to safety drills and actions.

20. Assist Prosper ISD Police Department during district emergencies as requested, specifically, as pertaining to preparedness, incident command, and recovery.

21. Comply with policies established by federal and state law, State Board of Education rule, and local board policy governing assigned programs.

22. Coordinate with Purchasing in the management of certificates of insurance.

23. Construct and provide the district with a comprehensive annual risk management report.

24. Oversee and manage relationships with all vendors and consultants involved in risk management activities.

 

Policy, Reports, and Law:

25. Identify, analyze, and assess and recommend solutions to mitigate risks, ensuring that District assets and resources are protected.

26. Implement policies in accordance with federal, local and state law, State Board of Education rule, and local board policy governing risk management.

27. Compile, maintain, and organize comprehensive reports, records, and other documents related to risk management.

 

Budget and Personnel Management:

28. Develop and oversee budgets for safety and risk management programs, ensuring cost-effectiveness and prudent funds management.

29. Work in collaboration with the Director of Purchasing during the insurance bid process to identify suitable providers.

30. Develop training options and/or improvement plans to ensure exemplary risk management operations.

31. Supervise the Risk Management Specialist in the process of workers compensation claims and other risk management responsibilities.

 

Other:

32. Participate in professional development activities to stay informed on the latest trends in risk management and safety.

 

Supervisory Responsibilities:

Oversee the recruitment, performance management, and professional development of risk management staff, including handling disciplinary actions and conducting regular performance evaluations.

Environment: May work prolonged or irregular hours; frequent district-wide travel; may work outside (exposure to sun, heat, cold, and inclement weather). Exposure to dust and chemicals.

Mental Demands: Work with frequent interruptions; maintain emotional control under stress. Ability to be available and on call seven days a week.
