Overview
This is professional work in the Property Appraiser of Miami Dade-County with the responsibility to provide accounting support. Employees in this class are responsible for performing a variety of accounting duties. The incumbent is expected to perform routine accounting functions such as posting journal entries, reconciling accounts, evaluating fiscal activities for adequate documentation, and adhering to internal control policies. Supervision is received from the Senior Accountant who reviews work for conformance with established rules, policies, and procedures.
Required Skills and Qualifications
- Bachelor’s degree in accounting or related field with 12 credit hours in intermediate level accounting and three years’ experience in financial accounting, payroll accounting, or procurement is required.
Key Responsibilities include but are not limited to the following:
- Prepare or review vendor invoice payment packages.
- Prepares and process bank deposits.
- Reconcile and analyze purchase card statements.
- Assist with the preparation of all financial audits.
- Assist in maintaining a complete and systematic set of records of financial transactions.
- Assist with internal audits.
- Assist in the application of internal controls of financial and operational processes to ensure compliance with accounting policies and procedures.
- Ensures that accounting records and documentation are in accordance with PAMDC requirements. Assists month-end and year-end closing functions.
- Serves as primary back for the senior accountant.
- Serves as backup to procurement staff to reviews purchase requests: contacts PAMDC officials to clarify amounts or nature of items requested; refers to current supply catalogues and other references for sources of supply, conducts procurement-related market research.
- Serves as backup to procurement staff to obtain competitive bid quotations from vendors; maintains mailing lists of vendors; tabulates and analyzes bids to determine lowest and best bidders; prepares purchase orders; maintains files of vendors to whom bids have been sent.
- Serves as backup to procurement staff to schedule delivery dates and follows-up on delayed deliveries. Performs other tasks as required.
Knowledge, Skills, and Abilities
- Considerable knowledge of Generally Accept Accounting Principles (GAAP)
- Working knowledge Governmental Accounting Standards Board (GASB) pronouncements
- Knowledge of accounting software and/or ERP financial and procurement modules, Oracle NetSuite preferred.
- Ability to use Microsoft Excel to analyze data sets using lookups and pivot tables, with working knowledge of Extract, Transform, and Load data techniques.
- Ability to perform various accounting tasks with minimum supervision.
- Knowledge of professional accounting principles and practices and the development, installation and maintenance of government accounting systems.
- Knowledge of the sources of information, accounting techniques and organization of information used in the preparation of fiscal reports, statements, schedules, and summaries.
- Knowledge of Federal, State and local laws, rules, regulations and guidelines relating to financial records of county departments and agencies funded by federal grants.
- Knowledge of computer accounting systems, operating activities and fiscal programs used by PAMDC.
- Knowledge of the general principles of public financial administration including the budgetary process, reporting requirements and cost accounting techniques.
- Knowledge of office methods and procedures and familiarity with the use of standard office equipment.
- Ability to analyze standard accounting processes and problems and make effective recommendations for their resolution.
- Ability to analyze and interpret standard accounting data, statements and tabulations.
- Ability to understand and interpret standard governmental procedures and regulations related to accounting requirements applicable to the organization to which assigned.
- Ability to communicate effectively, both verbally and in writing.
- Ability to perform detailed work involving written and numerical data.
- Ability to make arithmetic calculations rapidly and accurately.
- Accountant will be trained for procurement backup duties.
