As part of this bid, we are required to hire a limited number of resources to support the project. The relevant details and role requirements are outlined below for your review and necessary action.

Project Scope: 
Naval Reactors Headquarters (NRHQ) seeks contractor support to provide application development and application lifecycle management services to the 08Y-Enterprise Applications (08Y-EA) group in direct support of the Naval Reactors (NR) Program. The scope of work is focused on the delivery, maintenance, enhancement, and operational support of custom workflow applications that enable NR business processes.

Specifically, NRHQ requires:

  • End-to-end application lifecycle management services, including requirements documentation, application development, testing, deployment, defect resolution, and ongoing maintenance for custom workflow applications.
  • Development and implementation of new applications and/or databases, as well as enhancements to existing applications and databases, based on requirements identified in the 08Y-EA product backlog.
  • Creation, revision, and maintenance of end-user operational instructions and technical program documentation associated with new or modified applications.
  • Execution of test planning and testing activities, including the use of automated testing tools when feasible, to validate that documented functional requirements are met.
  • Continuous maintenance and enhancement support for existing applications, including defect resolution and processing of enhancement requests.
  • Agile program and backlog management support, including sprint planning, sprint tracking, backlog refinement, and coordination of Planning Increment (PI) planning activities in accordance with 08Y-EA policies and procedures.
  • Risk identification, documentation, and communication related to sprint execution and backlog delivery.
  • Advisory support for improving and maintaining Agile practices, methodologies, and internal procedures within 08Y-EA.

All services are provided on a Time-and-Materials basis. The scope includes application development and IT program management services only, with no additional scope beyond what is defined in the Performance Work Statement.

This project includes two roles:

  • Application Developer (4 positions)
  • IT Program Manager (1 position)

Role: Application Developer
The Application Developer shall support Naval Reactors Headquarters (NRHQ) by executing end-to-end application development and application lifecycle management activities for custom enterprise workflow applications used to support sensitive Naval Reactors (NR) business processes. This role directly supports the 08Y-Enterprise Applications (08Y-EA) group and includes responsibilities spanning requirements documentation, application development, testing, deployment, defect resolution, documentation, and ongoing maintenance in a DOE-regulated, high-security environment.

Key Responsibilities
  • Develop and implement new applications and/or databases, as well as enhancements to existing applications and/or databases, based on requirements identified in the 08Y-EA product backlog
  • Develop and execute test plans, leveraging automated testing tools when possible, to validate that documented functional requirements are met
  • Draft, revise, and maintain end-user operational instructions and other technical program documentation associated with new or modified applications
  • Provide continuous maintenance and enhancement support for existing applications, including resolution of defects and processing of enhancement requests based on documented requirements
  • Participate in Agile and Scrum-based development activities, including sprint planning, sprint execution, sprint reviews, and backlog refinement
  • Collaborate closely with Government product managers, stakeholders, and other developers to ensure delivery aligns with documented requirements and business objectives
  • Ensure all development, testing, and documentation activities comply with applicable DOE, NRHQ, and 08Y-EA policies, directives, procedures, and security requirements
Required Experience & Technical Skills
  • Minimum of three (3) years of experience in application development OR a four-year degree in a relevant concentration
  • Experience developing web-based applications using JavaScript and/or HTML is desired but not required
  • Experience with the ServiceNow platform is desired but not mandatory
  • Ability to work effectively in a secure, regulated government environment

Mandatory Requirements (DOE L-Level / Q-Level Roles)

  • U.S.-based candidate only; offshore or non-U.S.-based resources are not eligible
  • Ability to obtain and maintain a DOE L-level or DOE Q-level security clearance, as required by the position
  • Willingness and ability to complete SF-86 (Questionnaire for National Security Positions) accurately and fully
  • Ability to successfully pass the required background investigation:
  • DOE L-level: Tier 3 investigation (Secret-equivalent)
  • DOE Q-level: Tier 5 investigation (Top Secret-equivalent)
  • No disqualifying criminal history, including felony convictions or unresolved legal matters
  • No prior adverse national security clearance determinations
  • Willingness to undergo review of:
  • Employment history (typically 7–10 years)
  • Residential/address history
  • Education credentials
  • Financial history (credit, debts, bankruptcies, liens)
  • Foreign travel, foreign contacts, and foreign associations
  • Ability to provide fully verifiable employment, education, and reference information
  • Willingness to comply with all DOE security, access control, cybersecurity, and information protection policies
  • Ability to work onsite at DOE or DOE-affiliated secure facilities as required
  • Ability to begin work pending favorable clearance determination (interim access subject to Government approval)
Clearance & Process Clarification (Candidate Transparency)
  • This role requires a national security clearance, not a Public Trust or HSPD-12 credential alone
  • SF-85 / NACI is not sufficient for this position
  • Clearance timelines are controlled by the S. Department of Energy and its adjudicating authorities
Nice to Have / Preferred Qualifications
  • Active or previously held DOE L-level or Q-level clearance
  • Prior experience working at DOE sites, National Laboratories, or DOE contractors
  • Experience supporting classified or sensitive U.S. Government programs
  • Familiarity with DOE security procedures, controlled areas, and classified IT environments
  • Prior federal contracting experience in secure or highly regulated environments
Project duration
The project has a 1 base year implementation with a 4 year option period. Performance start date hasn't been decided yet.
