Position Overview:

The Director of Facility Support Services is responsible for the strategic leadership, operational oversight, and compliance management of facility-related services supporting U.S. Federal Government clients. This role oversees Wastewater Treatment Plants (WWTP), Water Treatment Plants (WTP), and comprehensive Facility Operations & Maintenance (O&M) programs across multiple sites of federal, state, local, and commercial installations.

The Director ensures all services are delivered safely, efficiently, and in full compliance with federal, state, and local regulations, contractual requirements, and industry standards. This position is accountable for operational excellence, regulatory compliance, client satisfaction, workforce performance, and financial outcomes.

Key Responsibilities:

Leadership & Program Management

  • Provide leadership and direction for facility support services operations across multiple federal contracts or sites
  • Develop and execute strategic plans aligned with contract requirements and organizational objectives
  • Provide strategic oversight of government client relationships, serving as a senior point of engagement for Contracting Officers (CO), Contracting Officer’s Representatives (COR), and agency stakeholders
  • Lead cross-functional programs and teams including plant operators, maintenance staff, engineers, and subcontractors should the need arise
  • Foster a culture of safety, accountability, continuous improvement, and mission focus

Water & Wastewater Operations Oversight

  • Oversee operations, maintenance, and compliance of:
    • Wastewater Treatment Plants (WWTP)
    • Drinking Water Treatment Plants (WTP)
    • Distribution and collection systems
  • Ensure compliance with:
    • EPA regulations (Clean Water Act, Safe Drinking Water Act)
    • State environmental regulations
    • NPDES permits and reporting requirements
  • Ensure proper certification and training of licensed operators (as required by state/federal regulations)
  • Review operational reports, discharge monitoring reports (DMRs), and water quality data for compliance with contract and regulatory requirements
  • Ensure adequacy of emergency response and continuity of operations plans (COOP)
Facility Operations & Maintenance (O&M)

  • Oversee comprehensive O&M services including:
    • Mechanical, electrical, and plumbing systems (MEP)
    • HVAC systems and central plants
    • Building automation systems (BAS)
    • Grounds and infrastructure maintenance
  • Ensure facilities meet federal standards such as:
    • UFC (Unified Facilities Criteria)
    • NFPA codes
    • OSHA requirements
  • Ensure preventive and predictive maintenance programs to enhance equipment reliability and extend asset life and contract requirements
  • Ensure adequacy of emergency response and continuity of operations plans (COOP)
Contract Management & Compliance

  • Ensure full compliance with federal contract requirements, including performance work statements (PWS) and service level agreements (SLAs)
  • Monitor key performance indicators (KPIs), quality control plans (QCP), and quality assurance metrics
  • Ensure adequacy of contract reporting, audits, inspections, and corrective action programs
  • Support contract modifications, renewals, and business development efforts
  • Ensure adherence to federal acquisition regulations (FAR), labor requirements (e.g., SCA), and reporting mandates

Financial & Budget Management

  • Develop and manage operating budgets, capital expenditures, and forecasting
  • Control costs while maintaining service quality and compliance
  • Review financial performance, identify efficiencies, and implement cost-saving initiatives
  • Approve procurement of materials, equipment, and subcontract services.

Safety & Risk Management

  • Lead environmental, health, and safety (EHS) programs in accordance with OSHA and federal agency requirements
  • Ensure implementation of safety plans, hazard analysis, and incident reporting procedures
  • Drive a “zero incidents” culture across all operations
  • Oversee environmental compliance and sustainability initiatives

Personnel Management & Workforce Development

  • Support recruiting, training, and development of a high-performing workforce
  • Ensure appropriate staffing levels and certifications for all operational roles
  • Conduct performance evaluations, succession planning, and leadership development
  • Solicit subcontractors and vendors to ensure compliance and performance if gaps appear

Continuous Improvement & Innovation

  • Implement best practices in asset management, energy efficiency, and sustainability
  • Leverage technology solutions such as CMMS, SCADA, and data analytics to improve performance
  • Identify opportunities for process improvement, automation, and innovation

Supervision:

  • Supervision Received: General direction from VP of Operations and Programs. Performs work independently.
  • Supervisory Responsibilities: Direct supervision of department Program Managers

Minimum Qualifications:

Education:

  • Bachelor’s degree in Engineering (Civil, Environmental, Mechanical) or Facilities Management is required,
  • Master’s degree (MBA, Engineering, or related) is preferred

Experience:

  • 10 years of progressive experience in facilities management, utilities, or infrastructure operations,
  • 5 years in a senior leadership role or director-level role,
  • Experience supporting federal government contracts strongly preferred,
  • Proven success in overseeing or managing facility O&M, preventive maintenance programs, and compliance with regulatory standards,
  • Strong financial acumen and experience managing budgets,
  • Familiarity with industry software and tools.

Knowledge, Skills, & Attributes:

  • Communication Skills: The Director of Facilities Support Services must have excellent communication skills with executives, staff, customers, and regulatory agencies. This includes preparing accurate reports and proposals, presenting complex plans in understandable terms, and negotiating contracts while maintaining professionalism
  • Reasoning Abilities: Strong analytical and strategic thinking is essential for developing plans and responding to operational challenges. The Director should be able to make sound decisions under pressure
  • Office/Computer Skills: Proficiency in Microsoft Office Suite and familiarity with facilities management software are required.
  • Interpersonal Skills: This role requires strong leadership and the ability to build positive relationships with internal teams and external clients. Strong organizational management skills are necessary to fostering a collaborative, team-oriented, environment
  • Job Knowledge: Comprehensive understanding of industrial systems, building systems, and preventive maintenance programs is necessary. Knowledge of OSHA standards, environmental regulations, and sustainability principles, along with familiarity with procurement and cost control, is expected. The ability to interpret CAD drawings and use project management tools ensures accurate planning and efficient execution of services

Additional Requirements:

  • Possess a valid State-issued Driver’s License for all positions that are required to drive a vehicle for company purposes
  • Must accept confidentiality as a strict condition of employment
  • Successfully pass Criminal Background Check
  • Maintain any training and credential requirements as per policy and company contracts
  • Preferred Certifications: Certified Facility Manager (CFM), LEED Accreditation, OSHA Safety Certification
