Position/Project Overview:

Project Solutions Inc. is seeking a Construction Management Representative to provide construction management and quality assurance services for the Dyea Road Flooding Repair project at Klondike Gold Rush National Historical Park (KLGO) near Skagway, Alaska. The CMR will be responsible for observing, documenting, and monitoring the construction contractor's compliance with the contract requirements while supporting the Government's oversight of the project. The engagement includes approximately one week of remote construction document review and project preparation activities, followed by approximately four weeks of on-site construction oversight and quality assurance support at the project location.

This role is contingent upon award of project.

Responsibilities and Duties:

• Serve as the Government's on-site Construction Management Representative (CMR) and observe construction activities to verify contractor compliance with contract requirements
• Monitor and document construction progress, field activities, and contractor performance throughout the project
• Conduct inspections and maintain detailed project records, reports, logs, and photographic documentation of construction activities
• Review contractor quality control activities and assist in verifying compliance with project plans, specifications, and contract requirements
• Attend and support project meetings, including pre-construction meetings, progress meetings, and inspection-related activities
• Monitor construction safety practices and report observations related to contractor compliance with project safety requirements
• Review project schedules and track construction progress to help identify delays, issues, or deviations from planned work activities
• Assist the Government with evaluating contractor submittals, requests for information (RFIs), progress payments, and project documentation
• Support project closeout activities, including final inspections, punch list verification, and completion of required construction documentation
  
  

Required Education, Knowledge And Skills

Education/Certification:

• No specific degree or educational qualification is required for this position
• OSHA 30-Hour Construction Safety Training certification is required
  
  

Experience:

• Experience performing construction management representative, construction inspection, or owner representative duties on construction projects
• Experience with roadway and site civil construction projects, including work involving drainage, grading, and related site improvements
• Experience with concrete construction, erosion and sediment control, and other associated construction practices
• Experience in Construction Management and/or Construction Quality Control/Quality Assurance (QC/QA) programs
• Experience implementing or working with the Three-Phase Inspection Process
• Experience preparing and maintaining construction documentation, inspection reports, project records, and technical correspondence
• Experience with construction cost estimating, negotiating, and technical writing
• Experience developing, updating, or monitoring project schedules using Microsoft Project, Procore, ProjectTeam, Primavera, or equivalent scheduling software
• Experience using Microsoft Word, Excel, and Teams to support construction management, reporting, and project communication activities
  
  

Key Attributes & Skills:

• Strong knowledge of roadway and site civil construction practices, including drainage, grading, concrete construction, and erosion and sediment control
• Ability to observe, inspect, and document construction activities to verify compliance with contract requirements, plans, and specifications
• Knowledge of Construction Management and Construction Quality Control/Quality Assurance (QC/QA) principles and practices
• Familiarity with the Three-Phase Inspection Process and construction quality assurance procedures
• Strong technical writing and reporting skills with the ability to prepare inspection reports, project documentation, and construction records
• Ability to perform construction cost estimating and negotiating activities in support of project administration
• Proficiency with project scheduling and tracking software, including Microsoft Project, Procore, ProjectTeam, Primavera, or equivalent platforms
• Proficiency with Microsoft Word, Excel, and Teams for project documentation, communication, and coordination
• Knowledge of construction safety requirements and practices, supported by OSHA 30-Hour Construction Safety Training
