Position Summary
The Medical Program Support SME provides high-level administrative, technical, and coordinative support to the North Carolina Army National Guard (NCARNG) G1 Medical Branch. This role ensures the medical readiness of Service Members through expert management of Department of Defense (DoD) medical databases, event coordination, clinical credentialing, and case management.
Key Areas of Responsibility
1. Medical Database & IT Administration
- System Access Management: Serve as the Primary Administrator for medical databases including MODS (MRP, IDES, MEDPROS, MHA, MWDE), MEDCHART (DenClass, eCase, eMMPS, HRR, MATS, MRR), and MHS GENESIS.
- User Oversight: Manage permissions for G1 Medical staff across DOEHRS, AERO, IPPS-A, and iPERMS; ensure all users meet HIPAA and security clearance requirements.
- Technical Support: Provide Tier 1 IT helpdesk support for network, hardware, and software issues within the G1 Medical Branch.
- Data Integrity: Coordinate with the MEDPROS helpdesk to resolve system glitches and file discrepancies.
2. Medical Readiness Event Coordination
- Event Lifecycle Management: Plan and execute Periodic Health Assessments (PHA), Dental, and Deployment-related services (Pre-DHA/PDHRA).
- Scheduling: Input mass/group events into management systems at least 60 days prior to execution.
- Strategic Planning: Gather MSC data 12 months in advance via Yearly Training Briefs (YTB) to finalize dates, locations, and personnel counts.
- Financial Stewardship: Monitor event attendance to maintain an avoidable cost report of less than 2.5%.
3. Case Management & Program Administration
- HIV Program Oversight: Manage non-clinical case notifications and annual audits in accordance with AR 600-110; maintain real-time status trackers for the Deputy State Surgeon (DSS).
- MEB/IDES Case Management: Initiate and track Medical Evaluation Board (MEB) cases; serve as the primary liaison between Service Members, NGB, and the Office of Soldier Counsel.
- Waiver Processing: Facilitate Medical Action Tracking System (MATS) waivers for OCS and Warrant Officer candidates.
4. State Credentialing Coordination
- Provider Privileging: Coordinate with vendors (IIS) to ensure medical providers remain privileged without lapse; manage data entry in the Centralized Quality Assurance System (CCQAS).
- Deployment Readiness: Execute Inter-Facility Credentials Transfer Briefs (ICTB) 60 days prior to provider deployments.
- Incentive Support: Assist units with Board Certification Pay (BCP) and Retention incentive documentation.
Operations & Reporting Frequency: Frequency Task Summary
Daily: Manage system access, resolve IT tickets, update medical records, and monitor MEB case progress.
Weekly: Generate and distribute Task Force Reports for each MSC.
Monthly: Submit Medical Readiness Reports; conduct 30-day pre-event calls; update Provider Management Trackers (PMT).
Quarterly: Audit Commander Portal permissions; remove/delete access for discharged or transferred personnel.
Annually: Conduct HIV case audits; finalize the upcoming Fiscal Year Medical Readiness Event Tracker.
Qualifications:
Mandatory Requirements
- Citizenship: Must be a U.S. Citizen.
- Education: Bachelor’s Degree in a relevant discipline (Healthcare Administration, Information Technology, or Business Management preferred).
- Experience: Proven experience navigating military medical systems (MEDPROS, MODS, or MHS GENESIS).
Preferred Skills & Certifications
- Compliance: Deep understanding of HIPAA, Privacy Act, and Army medical regulations.
- Technical: Experience with IPPS-A CRM and Microsoft Teams environment.
- Communication: Ability to act as a liaison between high-ranking military officials and individual Service Members.
