Employment Position: Technical Program Analyst – Full-time

Location: Germantown, MD

Position Overview:
The technical program analyst provides critical support to the DOE Environmental, Health, Safety, and Security (EHSS) Office, specifically the Office of Nuclear and Facility Safety. This role focuses on supporting the development and maintenance of DOE policies, requirements, and guidance for nuclear and facility safety including design and safety management programs. This role involves technical writing and editing, program coordination, stakeholder engagement, contract facilitation, and administrative support. The analyst ensures the accuracy and clarity of DOE standards and deliverables, supports rulemaking processes, and contributes to the development of internal practices and digital infrastructure. Additionally, the analyst will support other duties as assigned.

Responsibilities:

  • Technical Writing and Editing:
    • Coordinate and support working group meetings for revisions of DOE standards, handbooks, and orders.
    • Provide technical editing and formatting support for DOE publications.
    • Work closely with clients to create, revise, and edit technical documents, spreadsheets, graphs, and other deliverables.
    • Write technical information in clear, accessible language.
    • Proofread and edit technical documents for clarity, consistency, and accuracy.
    • Research organizations and topics to support client objectives.
    • Review multiple information systems to identify and extract relevant documents.
  • Technical Standards Program (TSP) Management Support
    • Support coordination activities including reports and comment resolution tables.
    • Support implementation of TSP activities.
    • Support development of trends and metrics.
    • Support records and data management activities.
  • Voluntary Consensus Standards (VCS) Subscription Service Support
    • Support communication with the subscription service vendor.
    • Respond to user requests and queries from the DOE community.
    • Support processing of new user accounts for DOE employees.
    • Support user training.
  • Contract and Event Coordination
    • Lead contract approval efforts for EHSS-32 training events and workshops (e.g., NFSP Workshop, UL/NFPA 855, WHA Hydrogen Safety).
    • Coordinate with DOE contracting officers, national laboratories, and external partners to finalize training logistics and payment processes.
    • Provide administrative support for workshops, training sessions, and conferences (including travel and onsite logistics).
  • Administrative and Organizational Support
    • Prepare background documents and outgoing correspondence.
    • Prioritize and manage multiple assignments simultaneously.
    • Coordinate meetings and conference calls; prepare and dispatch correspondence.
    • Attend client meetings and transcribe minutes and notes.
    • Maintain internal and external communications regarding office projects and programs.
    • Develop and maintain Points of Contact (PoC) databases and action trackers.
    • Assist in planning and facilitating virtual and in-person meetings.
    • Support development of standardized “Office Practices” and FAQs.
    • Support records and data management activities.

Required Qualifications:

  • Bachelor’s degree from an accredited university or college in relevant curriculum.
  • Minimum of three years of experience in managing federally supported projects.
  • Strong technical writing and editing skills.
  • Experience proofreading and formatting technical documents.
  • Proficiency in Microsoft Office Suite, SharePoint, and document management systems.
  • Excellent organizational, communication, and time management skills.
  • Ability to manage multiple priorities and meet deadlines.
  • Experience coordinating meetings, events, and training sessions.
  • Willingness to travel and support onsite events (including lifting to 15 lbs.).
  • Ability to work independently and collaboratively in a team environment.
  • Experience with DOE standards, rulemaking, and coordination activities.
  • Ability to lead cross-functional initiatives and manage complex stakeholder relationships.

Desired or Preferred Qualifications:

  • Familiarity with the Federal rulemaking process and technical standardization.
  • Experience in project management, policy development, or data analysis.

Security Requirements:
This position requires U.S. citizenship. Consent to background investigations and ongoing drug screening is a condition of employment. Certain positions requiring security clearance may require the periodic successful completion of a counterintelligence-scope polygraph examination.
