Position: Superintendent / General Foreman Position OverviewThe Superintendent/General Foreman will oversee day-to-day field operations for civil and infrastructure projects, with a strong emphasis on road work, AC paving, striping, concrete, road signage and traffic control operations. This role requires hands-on leadership, strong subcontractor coordination capabilities, and deep familiarity with Caltrans standards, traffic control requirements, and public works compliance.
The ideal candidate brings a proven track record of delivering public works projects, a strong network of subcontractors and labor resources, and the ability to manage crews, schedules, safety, and quality in a fastpaced construction environment.
Key Responsibilities
Field Operations & Construction Management• Lead and manage all on-site construction activities, ensuring alignment with project plans, specifications, and schedules
• Oversee execution of road work, paving, striping, grading, concrete, and traffic control operations
• Coordinate daily field activities, subcontractors, and crews to ensure efficient workflow and productivity including daily timesheet and activities reports
• Monitor and enforce quality control and quality assurance standards Traffic Control Management
• Plan, coordinate, and oversee traffic control operations in accordance with Caltrans standards and MUTCD requirements
• Review and implement Traffic Control Plans (TCPs), lane closures, detours, and staging plans
• Coordinate with traffic control subcontractors and ensure proper placement of signage, barricades, and safety devices
• Ensure compliance with public safety requirements and minimize disruption to the traveling public
• Work closely with inspectors and agencies to ensure traffic control approvals and field implementation
Caltrans & Public Works Compliance• Ensure full compliance with Caltrans Standard Plans, Standard Specifications, and traffic control requirements
• Coordinate inspections, testing, and documentation required for public works projects
• Maintain compliance with DIR requirements, prevailing wage regulations, and certified payroll documentation
Subcontractor & Labor Management• Leverage an existing network to source, vet, and manage subcontractors and skilled labor, including traffic control crews
• Lead subcontractor coordination meetings and manage performance, scope, and deliverables
• Support procurement of materials, equipment, and subcontractor services
• Build and maintain strong relationships with subcontractors, suppliers, and labor resources to support project delivery Scheduling & Coordination
• Develop and maintain short-term and long-term construction schedules, including traffic control phasing and lane closures
• Coordinate with project management, engineering, and procurement teams to ensure seamless execution
• Identify and proactively resolve field conflicts, delays, and constraints Safety & Compliance
• Enforce site safety protocols and ensure compliance with OSHA and Caltrans safety standards
• Conduct safety meetings, including traffic safety and work zone safety briefings
• Ensure proper implementation of work zone safety measures Communication & Reporting
• Serve as the primary field point of contact between PDS, clients, subcontractors, inspectors, and traffic control stakeholders
• Provide regular progress updates, daily reports, and issue tracking
• Maintain clear, professional, and timely communication across all stakeholders
Qualifications
Required Experience• Minimum 5–10 years of construction experience, with strong focus on:
o Road work / paving / striping o Concrete and civil infrastructure o Traffic control / work zone management o Caltrans or public works projects
• Proven experience in a Construction Manager, Foreman, or Superintendent role
Technical Knowledge• Strong understanding of:
o Caltrans Standards & Specifications o Traffic Control Plans (TCP), MUTCD, and lane closure requirements o Public works compliance including DIR and prevailing wage requirements o Construction sequencing, means, and methods
• Ability to read and interpret plans, specifications, and traffic control plans Network & Field Capability
• Established network of subcontractors, vendors, and skilled labor crews, including traffic control providers
• Experience with subcontractor procurement, labor coordination, and field execution planning Core Competencies
• Strong leadership and team management skills
• Excellent communication and coordination abilities
• Strong problem-solving and decision-making in field conditions
• Highly organized with strong attention to detail Preferred Qualifications
• Caltrans project experience as a prime contractor or key subcontractor
• Experience with lane closures, staging plans, and high-traffic roadway environments
• OSHA 30 Certification
• Traffic Control certifications such as ATSSA or equivalent
• Experience with project management tools, reporting systems, and field documentation Compensation
