Progressive Technology Federal Systems, Inc. (PTFS) is seeking a Records and Information Manager to serve as a technical lead and Key Personnel for our contract supporting the U.S. Government Accountability Office (GAO). This role is critical to ensuring the integrity, classification, and lifecycle management of GAO’s vast collection of electronic and analog records.
Duties and Responsibilities
The Records and Information Manager provides technical oversight and leadership for the Records and Information Management (RIM) components of the contract.
Technical Leadership: Provide direction for contractor staff on the enterprise-wide inventory and file plan project; ensure all work products meet professional best practices.
Lifecycle Management: Manage large collections of analog and electronic records throughout their lifecycle, ensuring proper controls for storage, access, and disposition.
Appraisal and Classification: Apply GAO Records Retention Schedules and General Records Schedules (GRS) to appraise and classify agency records (administrative, engagement, legal, and policy).
Policy and Compliance: Ensure all recordkeeping practices comply with the Federal Records Act, NARA regulations (36 CFR), and GAO-specific policies.
Digitization Strategy: Assist in developing technical recommendations for digitization best practices to migrate legacy paper records into a 100% electronic environment.
Security and Privacy: Organize and describe information collections using appropriate metadata while protecting classified (National Security Information), CUI, and business-sensitive data.
Training and Development: Develop and deliver specialized RIM training, including briefings for GAO Capstone Officials and New Employee Orientations.
Skills and Qualifications
Experience: Minimum of 5 years of increasingly responsible experience managing professional Records and Information Management programs, preferably with federal government records.
Technical Expertise: Expert knowledge of NARA policies, metadata schema development, and Electronic Records Management Systems (ERMS).
Security Clearance: Must be a U.S. Citizen and successfully complete a Tier 5 (T5) investigation to hold a Top Secret (TS) security clearance prior to onboarding.
Location: Full-time on-site at GAO Headquarters in Washington, D.C. (Occasional ad-hoc telework may be approved by the COR).
Availability: Work schedule within GAO core hours (6:00 AM – 7:00 PM ET, Monday through Friday).
Education and Certifications
Education: Minimum of a Master’s degree in an information discipline.
Certification: Certified Records Manager (CRM) designation is preferred.
