What are the responsibilities and job description for the Commissioning Agent position at Professional Engineering Consultants?
Position Summary:
The Commissioning Agent will be responsible for the execution of building commissioning (Cx) processes (new/re/retro/continuous), energy auditing and building retrofit applications, support for sustainability certification applications, and measurement and verification techniques.
Duties and Responsibilities:
- Manages and delivers Commissioning Services for valued clients and their projects
- Develops Cx plans and specifications.
- Attends Cx pre-proposal meetings, Cx kick-off meetings and additional meetings as required for designated Cx projects.
- Executes and manages
cCx assignments encompassing both in office and on-site activities and requirements. - Monitors Cx activities on an ongoing basis to ensure timely and efficient completion of Cx work and ensure compliance of project contract Cx requirements.
- Develops and/or maintains documentation of Cx projects and milestone events in completion of Cx projects to provide timely and uniform periodic management information reports. Review project schedules for Cx events and provide feedback for Cx budget reports.
- Receives and reviews project as-built drawings, O&M manuals, warranty manuals and commissioning reports.
- Analyzes contracts, reviews plans, drawings, specifications, and submittals and verifies commissioning schedules as required. Identifies deficiencies and out-of-scope work requirements and initiates appropriate measures with assigned project manager to facilitate project completion.
- Maintains schedules, ensuring proper resources are allocated to each Cx task.
- Audits all sites during
commissioningCx to ensure desired scope, quality, and schedules are met. - Supports and participates in coordination and implementation of
commissioningCx and performance testing processes and methodologies, and detailed capture and effective recording of these project details and findings. - Reviews design drawings and specifications and reports to Clients interpreting whether proposed design satisfies the Owner's Project Requirements.
- Supports Cx team in active field reviews, testing, issue capture and issues resolution of mechanical, electrical and automation related technical services within facilities.
- Prepares and develops detailed and concise reports and support documentation.
- Witnesses and documents air and water balancing procedures and balancing results.
- Witnesses and documents automation controls verifications and sensor calibrations.
- Assists in generating Functional Performance test scripts based upon project specific sequences of operation for mechanical
,and electrical systems. - Assists in facilitating, witnesses and documenting functional performance testing of mechanical
,and electrical systems. - Work collaboratively to support the Firm’s Engineering Team to provide Cx services in all applicable markets.
- Develop
commissioningCx scopes of services,and Cx fees. - Other projects and responsibilities may be added at the company’s discretion.

- Basic Knowledge of mechanical and electrical systems. construction, and components.
- Knowledge of mechanical and control's system startup, TAB, and Functional Testing
- Knowledge of construction drawings, specifications, bid process, and ancillary industry documents
- Aptitude to solve problems independently and in a team environment
- Affective verbal and written communication skills

- Adaptability to varying indoor and outdoor working conditions
- Must be proficient in NEBB, and/or ASHRAE commissioning procedures.
Education and Experience:
- Bachelor's Degree in a building design related engineering discipline such as mechanical Construction Management, or a related field is preferred
- Minimum 3 years’ experience of hands-on systems commissioning experience for facilities construction projects is preferred.
- Experience with reading and interpreting architectural and engineering drawings.
License and Certification:
- Certification by a nationally recognized commissioning organization such as NEBB, including any Cx Certification, is preferred.
