We are currently looking for a Regional Property Manager who will be responsible for overseeing the operation of a group of properties and monitoring fiscal and occupancy status. The Regional Property Manager is responsible for direct budget preparation, monitoring budgets, preparing reports of activities and fiscal status, monitoring operating practices and procedures, and recommending changes to promote efficiency, participating in pre-employment interviews, supervising, evaluating performance, and training site personnel.   • Detail Oriented and Organized – Each property is genuinely its own business, and you understand that running a business entails maintaining accurate financial reporting and recordkeeping. Some people may look at you funny because you have filed receipts for the first school supplies you purchased with your own money in third grade, but we will look at you with a proud smile because that is evidence that you will be great at this job! You have a set way of doing everything, which will easily translate to your property staff maintaining a regular process for collecting rent, scheduling preventive maintenance, and handling repairs. You are not concerned about the prospect of looking after property managers, renovation plans, eviction notices, and more because your favorite store is Staples, and consequently, nothing slips through the cracks in your world (or filing cabinet).
  • A Great Communicator – You run the show, so everyone is always looking for you, and they should always be able to find you. It is wise to have problems that need solving on multiple people’s radars, so it is not a burden for you to respond to inquiries from tenants, vendors, staff, and the corporate office. Not only are you reachable and keep people in the loop, but you are intuitive enough to know when to season the conversation with extra salt or sugar. You can convey a precise message with clarity and respect, regardless of the situation, which will minimize disputes and conflicts among all the parties you connect with.

Seeing reports that show more tenants on your properties than last month makes you happy. Seeing every maintenance request completed makes you smile, and seeing ledgers that show higher revenue from last year makes you do a little happy dance. RESPONSIBILITIES (Identification of Major Areas of Responsibility, Not All Inclusive)

  • Monitor collections, collection loss, vacancy reports, court filings, etc., through computer-generated and manual reporting systems, conversations, and meetings.
  • Review and take appropriate action on resident transfer requests.
  • Provide assistance and direction in the development of the annual budget.
  • Monitor budget through monthly reports and provide input regarding the status of the budget as needed.
  • Ensure that resident lease terminations and grievance hearings are properly processed.
  • Monitor lease enforcement by providing information and assistance as needed.
  • Meet with residents, resident organizations, and external agencies to receive input regarding the operation of housing programs, assess needs, and address concerns.
  • Conduct informal hearings as needed, and make appropriate recommendations in accordance with the Prism Real Estate Services (PRES) policies and procedures.
  • Oversee the development and implementation of marketing plans and strategies in order to promote high levels of occupancy.
  • Ensure that residents receive available services by cooperating with service providers to deliver services to residents.
  • Oversee schedule for emergency on-call responsibility and follow up on emergencies to ensure proper handling.
  • Assist subordinates in handling difficult or complex problems with residents by offering alternatives and working directly with residents as needed.
  • Preparation and submission of monthly reports detailing the prior month’s occupancy and fiscal performance.

Supervision of General Property Management and Maintenance:

  • Participate in pre-employment interviews and make hiring recommendations as needed.
  • Although the Regional Manager would typically only interview the Property Manager, there may be times when interviews of other site personnel are warranted.
  • Interpret and apply PRES personnel policies, departmental policies, and other relevant policies and procedures.
  • Monitor the performance of subordinates through periodic inspections of properties and information reports.
  • Review and approve time and leave reports for assigned staff, and approve leave requests.
  • Conduct or coordinate training programs for all new employees and periodic training for other employees.
  • Coordinate staffing to assure that all properties are adequately staffed.
  • Prepare and review performance appraisals and discuss with subordinates as appropriate.
  • Counsel employees regarding job performance and document in accordance with established procedures.
  • Recommend disciplinary action as needed.
  • Conduct periodic staff meetings.
  • Monitor and analyze the effectiveness of policies and procedures, and prepare revisions and recommend changes as needed.

SKILL REQUIREMENTS

  • Knowledge of PRES policies and procedures, particularly as they pertain to property management.
  • Knowledge of Department of Housing and Urban Development ("HUD") rules and regulations that apply to property management.
  • Knowledge of laws and standards that apply to property management, such as Fair Housing Laws, Landlord-Tenant Law, OSHA Standards, and local and state building codes.
  • Basic knowledge of building maintenance, fire prevention, and liability reduction principles.
  • Knowledge of basic office practices, procedures, and equipment.
  • Knowledge of the principles of management and supervision.
  • Knowledge of the operation of the PRES computer system and software.
  • Knowledge of the agencies that provide assistance and services to residents, including some knowledge of eligibility requirements.
  • Knowledge of basic English in order to communicate verbally and in writing.
  • Knowledge of mathematics sufficient to perform calculations required for summarizing rent collections, making deposits, and for rent adjustments.
  • Ability to maintain required records such as tenant files, vacancy reports, etc.
  • Ability to read and interpret policies and guidelines in order to make sound decisions.
  • Ability to prepare clear, concise reports and make appropriate recommendations within the scope of responsibility.
  • Ability to use basic office equipment such as telephone, fax, copier, and computer.
  • Ability to communicate verbally and in writing.
  • Ability to generate records, receipts, and reports efficiently using a calculator and the computer system.
  • Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public.
  • Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements.
  • Skilled in analyzing situations in order to identify problems and offer possible solutions.
  • Skilled in communicating with all types of people in a wide variety of situations.

QUALIFICATIONS

  • Bachelor’s degree in management, business administration, social science area or closely related fields preferred but not required.
  • Minimum of ten years’ experience in property management and experience involving public contact.
  • Valid driver's license and up-to-date vehicle insurance.
  • Use of personal automobile for local job-related travel and pick-up.
  • Neat, clean, and appropriate appearance.
  • Meet PRES Criminal Background & Credit Check prior to employment.
  • Successful completion of the LMS Training Program, upon employment
