We are seeking an experienced Business Analyst to support large-scale transportation and infrastructure initiatives, specifically with the New York State Department of Transportation (NYSDOT). The ideal candidate will have expertise in Enterprise Asset Management (EAM), data analytics, GIS, business process modeling, and requirements gathering within government or public-sector environments.Key Responsibilities:Gather, analyze, and document functional and non-functional requirements per Project Management and SSDLC standards.Evaluate business processes and recommend improvements to increase efficiency and stakeholder satisfaction.Translate business needs into technical specifications for development teams.Conduct data analysis and modeling for transactional systems, data warehouses, and data transformation initiatives (Oracle Data Modeler preferred).Migrate legacy Microsoft Access databases into modern enterprise data platforms.Develop dashboards, analytics, and visualizations using Tableau and OBIEE.Gather GIS data requirements, create map-based reports, and document infrastructure conditions.Assist with document management platform administration and governance compliance.Prepare clear documentation for technical and non-technical audiences.Communicate effectively with business units, technical teams, and leadership to ensure project alignment.Qualifications:7 years as a Business Analyst using Project Management and SSDLC standards.3 years EAM experience on large-scale infrastructure projects.3 years experience with NYSDOT or other state DOTs; minimum 2 years directly with NYSDOT systems.3 years Tableau Analytics experience, advanced dashboard creation, transportation analytics.3 years Data Migration (legacy Access → modern data platforms).2 years GIS experience (data gathering, mapping, reporting).2 years Document Management experience.3 years OBIEE requirement analysis experience.Strong technical writing, process modeling, and data analysis skills.Proficient in MS Office (Word, Excel, PowerPoint).
