- Position Summary
Performs professional and specialized technical accounting work to include processing accounting transactions and maintaining accounts in accordance with accounting principles and standards. Duties include responsibility for designated portions of the Authority's general ledger, including capital assets, inventory, leases, subscription-based arrangements, and other assigned financial accounting operations. Work requires a technical understanding of accounts and accounting systems, controls, and operations and a strong understanding of applicable Governmental Accounting Standards Board pronouncements. - Position Responsibilities / Essential Job Functions
- Serves in a fiduciary capacity for the Service Authority, safeguarding the Authority's property, equipment, moneys, and assets against unauthorized use or removal, as well as from loss due to criminal act or breach of trust.
- Responsible for all aspects of capital asset accounting, including:
- Ensures all fixed asset and construction-in-progress (CIP) transactions are recorded monthly in accordance with Generally Accepted Accounting Principles, Governmental Accounting Standards, and Service Authority capital asset policies and procedures.
- Reconciles the fixed assets subsidiary ledger to the general ledger, including performing monthly fixed asset roll forward schedules and support.
- Calculates and records depreciation and prepares supporting documentation.
- Reviews, analyzes, and processes all capital asset disposal requests.
- Reconciles project escrow and retainage accounts.
- Prepares and publishes routine CIP project cost reports for the Accounting Department.
- Reviews CIP reports prepared by other Divisions for accuracy.
- Supports annual external audit requirements for capital assets and CIP projects, including providing sample support and variance analysis comments.
- Prepares capital asset disclosures for the Annual Comprehensive Financial Report (ACFR) and other financial reports.
- Maintains insurance asset listings and performs annual audits of listings and associated values to ensure completeness and accuracy.
- Maintains all capital asset master records in JD Edwards and ensures historical records are complete and accurate.
- Safeguards and maintains all vehicle title records.
- Creates and maintains capitalization policies and procedures.
- Conducts analyses and ad hoc reports related to capital assets as requested by management.
- Performs and coordinates periodic physical capital asset counts to ensure records are complete and accurate.
- Aligns fixed asset detail with data in the computerized maintenance management system (CMMS) as directed by the Accounting Manager.
- Provides direction on coding of purchase orders and invoices for capital assets.
- Ensures the proper coding of capital versus operating expenditures for CIP Projects by working with Project Managers prior to the budget process, performing routine reviews of related general ledger activity during the project, and detail support review at final project closeout.
- Ensures proper set up of CIP projects in the financial system and coordinates set up in the payroll system for project time coding.
- Responsible for collaborating and partnering with CIP Project Managers to ensure timely closeout and proper recording of assets in the financial system.
- Responsible for accounting oversight of inventory activities, including:
- Reconciles inventory accounts.
- Coordinates and performs monthly warehouse test counts as necessary and annual offsite/department inventory counts. Prepares valuation adjustments.
- Responsible for all aspects of accounting for leases, subscription-based assets, and other right-to-use assets:
- Performs monthly recording and reviewing of lease transactions.
- Gathers, inputs, and reviews lease data into the lease accounting software system.
- Prepares monthly and/or annual journal entries and account reconciliations related to leases.
- Creates and maintains lease accounting policies and procedures.
- Conducts analyses and ad hoc reports related to leases as requested by management.
- Performs other accounting work as directed by the Accounting Manager.

of accounts in a revenue support public entity; modern office practices and procedures, including
standard office automation hardware and software; computer equipment and software
applications related to assignments. Generally accepted accounting principles, practices, and
procedures; principles of governmental accounting; reporting laws and requirements of various
State and Federal agencies, insurance, and financial firms; pertinent local, State, and Federal
codes; internal controls principles; basic business data processing principles
and applications; modern office practices and procedures; computer equipment and software
applications related to assignments, financial mathematics, and English usage, spelling, grammar,
and punctuation. - Ability to produce accurate financial ledgers and related reports; maintain detailed and accurate records; work effectively under deadlines; perform complex and specialized financial technical and clerical work related to the preparation, processing, and maintenance of the Authority's accounting records; perform computational tasks and other technical and clerical functions with speed and accuracy; compile and reconcile numerical and financial data; learn and effectively apply the laws, rules and regulations of financial record keeping; prioritize work, coordinate several activities and follow up as required; operate standard office equipment; work effectively in the absence of supervision; and communicate clearly and concisely, both orally and in writing.

- Bachelor's degree in accounting, finance, or a related field.
- At least four years of progressively responsible accounting experience.
- Or a combination of education and experience as described.
- Three or more years of capital asset accounting experience.
- Certified Public Accountant (CPA) license.
- Must successfully pass a credit check.
- Must possess and maintain a valid driver's license consistent with Service Authority policy requirements.
