The Executive Director of Communications and Marketing leads the library system’s marketing, public relations, communications, community engagement, and government relations efforts. This position helps build awareness of the library’s value and impact, strengthens its brand and public presence, and develops relationships with community leaders, elected officials, government agencies, media, and other partners.
 

 

The ideal candidate is a strategic communicator and relationship​ builder who can manage multiple projects, work collaboratively with staff and leadership, and represent the library professionally in the community.
 

 

 
Essential Duties:
  1. Lead the library system’s marketing, public relations, communications, digital strategy, and social media efforts.
  2. Maintain a strong and recognizable library brand and establish standards for internal and external communications.
  3. Serve as the library’s primary spokesperson and manage media relations.
  4. Write, edit, and oversee news releases, announcements, publications, signage, displays, website content, and other print and digital communications.
  5. Oversee promotional materials, graphics, publications, website, intranet, and communications supporting library programs and services.
  6. Develop and implement the library’s government relations and advocacy strategy in collaboration with the Library Director, Executive Team, and Board of Trustees.
  7. Build and maintain relationships with elected officials, government agencies, legislative staff, community partners, media representatives, and other stakeholders.
  8. Monitor legislation, public policy, and funding opportunities that may affect the library and advise leadership on potential impacts.
  9. Coordinate the library’s legislative agenda, including budget advocacy, testimony, position statements, and other advocacy materials.
  10. Represent the library at government meetings, legislative hearings, community forums, and stakeholder events.
  11. Lead advocacy and outreach efforts that increase awareness of the library’s impact among policymakers, community leaders, and the public.
  12. Create opportunities for community and customer engagement to better understand user needs and improve services and programs.
  13. Identify new products, services, and practices that expand the library’s offerings and reach new audiences.
  14. Support grant writing, fundraising, and coordination with the PGCMLS Foundation and Friends groups.
  15. Provide strategic advice to library leadership on communications, public relations, government relations, and community issues.
  16. Manage and supervise a team of approximately six to seven staff members, including performance management and training.
  17. Prepare correspondence and reports and participate in committees, meetings, training, workshops, and special projects as assigned.
  18. Support customer service activities and adhere to all PGCMLS policies, procedures, and the union contract.
Qualifications:
Qualifications:
  • Bachelor’s degree in public relations, public administration, marketing, communications, or a related field.
  • Seven years of related professional experience required; library experience preferred.
  • Five years of supervisory experience required.
  • Knowledge of marketing, communications, digital communications, public relations, media relations, branding, website and social media management, and emerging communications technologies.
  • Knowledge of government relations, legislative processes, advocacy, and public policy.
  • Knowledge of library programming, community relations, and virtual and online services.
  • Strong strategic thinking and project management skills.
  • Excellent written, verbal, presentation, and public speaking skills.
  • Strong research, analytical, problem-solving, and organizational skills.
  • Ability to manage multiple priorities, projects, and deadlines.
  • High level of integrity, diplomacy, discretion, sound judgment, and initiative.
  • Ability to work independently and as part of a team.
  • Proficiency with Microsoft Office Suite, Google Workspace, electronic databases, email, internet-based tools, and other relevant technology.
  • Willingness to travel, usually within the county, as needed; valid driver’s license required to operate a library vehicle.
