The Prince George’s County Office of Information Technology is currently seeking qualified applicants to fill an Information Technology Officer, (Administrative Specialist 4G) grade G35 position, in the Enterprise Architecture Division.
About the Position
The Information Technology Officer (ITO) serves as a senior executive responsible for leading the strategic direction, development, and implementation of technology solutions across the county. The ITO ensures that technology initiatives align with business goals, modernize infrastructure, improve service delivery, and enhance cybersecurity and data governance. The CTO is a key member of the Office of Information Technology (OIT) leadership team and collaborates with other executives, department heads, and external partners to drive innovation and operational excellence. Assignments are characteristically of a sensitive nature, frequently involving shifting priorities and significant local, state and/or federal policies and guidelines. General supervision is provided by the Director/CIO. Work is evaluated based on the way assignments are resolved.

- Provide strategic leadership in the design and management of enterprise architecture, infrastructure, and systems integration.
- Direct the evaluation and implementation of emerging technologies to improve efficiency and service delivery.
- Cultivate effective collaboration between various county agencies to ensure seamless integration of digital initiatives and data and maximize overall delivery of IT capabilities.
- Analyze the cost, risk, and value of information technology to advise the CIO and make recommendations.
- Develop and maintain a comprehensive IT strategy aligned with county-wide goals and update it annually.
- Demonstrate measurable progress in executing strategic initiatives within established timelines and budgets.
- Ensure that the systems and resources necessary to support IT operations and objectives are performing as required.
- Directly oversee managing projects and IT operations, the Digital Government, Infrastructure, ERP and Data Center divisions for performance effectiveness, service quality, and operational efficiency.
- Define and track key performance indicators (KPIs) related to goals to ensure progress towards measurable OIT and County priorities.
- Conduct regular meetings with Associate Directors and Managers for collaboration between functions and services and identifies training programs, which would enhance subordinate’s job performance.
- Supervise senior IT managers and ensure performance standards and project milestones are met. Supervisory responsibilities performed in accordance with County policy and Administrative Procedures coordinating with the OIT HRL, and managers.
- Develop performance standards and goals that reflect employee assignments and ensure alignment with county priorities and agency objectives.
- Prepare and conduct annual performance evaluations. Evaluations are conducted in a manner that promotes positive employee participation and motivates employee performance.
- Administrative Assist CIO in overall management of the Department.
- Participate in development of the agency’s technology vision and strategic plan in collaboration with the OIT leadership team, and in regular communications with agencies, stakeholders and users.
- Participate in various OIT forums including the IT Coordinators, meetings and other events.
- Perform other duties as assigned, consistent with the specifications for this position, including any work in OIT or for agencies or County Administration requiring OIT management involvement.
- Stay abreast of innovations and best practices in IT, AI and data.
- Stay informed of applicable Federal, State, and County governing policies and statutes.
- Attend training and development activities to increase knowledge and competencies.
Qualifications
Minimum Qualifications
- Master's Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field.
- Four (4) years of progressively responsible experience in governmental activities involving technology initiatives that align with business goals, modernizing infrastructure, improving service delivery, and enhancing cybersecurity and data governance; including at least four (4) years in an official supervisory capacity.
Please note there is no equivalency for official supervisory experience.
