About The Position
This is a senior level professional position within the Human Resources Office responsible for leading and coordinating the Career Recruit School (CRS) Fire/EMS Program and associated human resources functions. This role is ideal for an experienced HR professional who thrives in a fast-paced public safety environment and has a passion for developing workforce programs that attract, evaluate, and onboard top-tier fire and EMS professionals. The Senior HR Analyst will oversee full life-cycle recruitment and onboarding for Firefighter/EMT candidates, administer testing and examination processes, and provide professional-level support to the HR Manager and Fire Chief during final candidate selection and appointment.

Examples of Work
- Manage and oversee all aspects of the Career Recruit School (CRS) recruitment program, from job announcement through onboarding.
- Plan, coordinate, and execute testing and examination processes in compliance with civil service, personnel law, and collective bargaining requirements.
- Collaborate with departmental leadership, training staff, and external testing vendors to ensure a fair, efficient, and transparent selection process.
- Maintain applicant and examination records using HRIS and applicant tracking systems (SAP, NEOGOV, etc.).
- Provide detailed reports, analytics, and recommendations to the HR Manager and Fire Chief regarding candidate eligibility, performance, and selection outcomes.
- Coordinate and facilitate new hire onboarding and orientation activities for CRS recruits, ensuring a seamless transition into departmental training and operations.
- Ensure compliance with all County, State, and Federal regulations, including Equal Employment Opportunity (EEO) and collective bargaining provisions.
- Serve as liaison between the Fire/EMS Department, Office of Human Resources Management (OHRM), and external partners regarding recruitment and testing activities
- Responsible for the processing of HR transactions for entry level Firefighter promotions from entrance level (Y01) to full performance level (Y03) promotions.
Minimum Qualifications
- Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
- Two (2) years of professional level human resources experience

- Microsoft Office Applications (Outlook, Teams, Word, Excel, etc.)

- NEOGOV
- Possession of a SPHR, PHR, IPMA-CS, SHRM-CP or equivalent professional human resources certification
- Effective oral and written communication principles and practices including public relations and public speaking.
- Research methods and report preparation and presentation experience.
- Supervisory and training principles, best management practices, methods, and techniques.
- Mediation, conflict resolution, and consensus-building experience.
- Experience performing investigations and providing investigatory reports.
- Program/project management techniques and principles.
- Experience preparing comprehensive narrative and statistical reports.
