The Prince George’s County Office of Finance is currently seeking qualified applicants to fill a Senior Accountant - Temp 1,000hr (Accountant 3G), grade G24 position, in the Accounting Division.
About The Position
This is a 1,000hr temp position to support the Accounting Division. The Accountant 3G performs advanced professional accounting work supporting the maintenance, analysis, and reporting of major or complex County funds. The position reviews year-end financial activity, prepares journal entries and supporting schedules, resolves account variances, and produces accurate financial statements and regulatory reports. The employee also supports audits, reviews contracts for compliance, completes fund catch-up activities, provides technical assistance, and contributes to special financial projects in accordance with applicable accounting standards and County, state, and federal requirements.

About The Agency
The Office of Finance is dedicated to maximizing available resources and delivering creative and innovative financial services to a wide range of internal and external customers of the County. The Office of Finance:
- Controls all cash and investments to assure maximum safety, liquidity and yield.
- Collects all revenues and receipts due to the County, including property taxes.
- Conducts tax sales to collect delinquent property taxes.
- Processes and/or monitors payments to vendors, employees, or other payees for goods, services, and other liabilities.
- Processes biweekly payroll for 6,000 employees and monthly payroll for 2,000 retirees.
- Certifies availability of funds for payment of liabilities and obligations.
- Maintains system of accounts and records for all financial transactions.
- Reports results of financial operations using established reporting standards and methods.
- Facilitates annual financial audit process.
- Supports the legislative process - including composing and reviewing draft resolutions and bills, esp., those involving complex financial issues.
- Review year-end accounting system reports and research unusual or questionable transactions.
- Analyze accounts to identify non-routine variances in fund activity.
- Research accounting issues, identify and evaluate alternatives, and recommend appropriate corrective action.
- Notify the supervisor promptly of actual or potential problems identified during the year-end process.
- Maintain major or complex funds within the County’s financial system.
- Review reservations and expenditures to ensure compliance with appropriation authority.
- Verify the adequacy and accuracy of accounting information.
- Confirm that transactions are allowable under applicable policies, laws, regulations, and program guidelines.
- Analyze capital outlay expenditures and the depreciation of capital assets.
- Maintain depreciation records.
- Prepare working papers, schedules, and supporting documentation.
- Prepare adjusting and reclassification journal entries, including chargebacks.
- Ensure fund activity is accurately reported in accordance with generally accepted accounting and reporting standards.
- Complete catch-up accounting work for the following funds:
- Storm Water Management Fund (5100)
- Solid Waste Management Enterprise Fund (5000)
- Redevelopment Authority Fund (5900)
- Water Quality Management Fund (5200)
- Prepare periodic financial statements and reports for assigned funds.
- Develop related working papers, tables, schedules, notes, and other supporting materials.
- Prepare financial information for inclusion in the Annual Comprehensive Financial Report.
- Prepare information for State reports and EPA certifications.
- Assist with financial audits.
- Provide requested financial information to external auditors and other authorized parties.
- Research and analyze financial data.
- Prepare ad hoc reports and other reports concerning fund activity.
- Review contract documents for compliance with federal, state, and County requirements.
- Prepare additional reports as assigned, including EPA letters.
- Respond promptly, clearly, and professionally to financial inquiries.
Minimum Qualifications
- Bachelor’s degree from an accredited College or University in Accounting, Finance, Quantitative Analyses, or Business Administration or a related field.
- Two (2) years of professional accounting experience.
