The Prince George’s County Health Department is currently seeking qualified applicants to fill a Program Manager (Community Developer 4A) grade A27 position, in the Behavioral Health Division.


About the Position

This is supervisory, professional principal work whereby incumbents perform a variety of assignments in the areas of (1) community liaison/ development/advocacy, or (2) social services among client populations (e.g., youth, aged, community action, housing development, health, etc.). Incumbents may supervise but must lead subordinate positions. The complexity of major community development work assignments require the use of independent judgment, action, and initiative. Subject to extensive public contact, incumbents conduct a wide range of activities to ensure compliance with local, state, and federal codes. Work is performed under the general supervision of a higher-level position. Work performance is evaluated through conferences, completed reports, and overall contribution to the assigned program.

The Prince George's County Health Department's (PGCHD) vision is that all Prince Georgians are their healthiest at every age and every stage. Their mission is to lead, engage, and empower our community to work collaboratively towards disease prevention, health equity, and total well-being. The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from  health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.

  • Performs complex principle professional community development work within a major programmatically section/division in support of higher-level officials.
  • Plans and coordinates the activities of a major and complex community development project or assignment from its initial inception to its ultimate completion in accordance with local, state and federal codes.
  • Plans and leads the work of professional and paraprofessional personnel engaged in the collection and analysis of socio-economic and other pertinent information.
  • Assists in the preparation of budgets for the assigned program or project.
  • Coordinates the preparation of reports requested by higher authorities in support of respective programs or projects.
  • Reviews rules and regulations and seeks input from subordinates to ensure local, state and/or federal programs are being operated in compliance with established procedures and standards and recommends changes where appropriate.
  • Develop strategic plans and orient internal and external stakeholders to achieve shared goals.
  • Provide oversight services funded by grants and reimbursable by insurers.
  • Establish common performance measures for diverse programs within and outside of the division.

Minimum Qualifications

  • Master's degree from an accredited college or university in Business or Public Administration, Social Service, Sociology, Psychology, or a closely related field.

  • Three (3) years of responsible professional technical, analytical, and developmental work experience with at least one (1) year in a lead/supervisory role. 

  • Must possess and maintain a valid Class C driver's license.

Any equivalent combination of relevant training, education and experience may also be considered. 

Please note there is no equivalency for the required supervisory experience.  

Preferred Qualifications
  • Thorough understanding Best Practices for responding to and stabilizing behavioral health crisis at the county level.
  • Facilitation skills and ability to convene professionals across disciplines.
  • Strategic Planning and Organizational Management skills.
  • Demonstrates strong attention to detail by consistently producing accurate work, reviewing document carefully and ensuring tasks are completed with precision and minimal errors.

  • Meet all training and performance standards and demonstrate proficiency as required by the agency. 
  • Wear and use agency protective apparel and equipment in the performance of their assigned duties.
  • Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings.
  • Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.


Salary : $87,210 - $118,361
