NATURE AND SCOPE OF POSITION

The Manager of Family and Health Services is primarily responsible for achieving the following outcomes for the PRIME TIME Head Start program: work to develop, implement, and refine PRIME TIMEs family service approach in order to promote family outcomes that support childrens school readiness and well-being; coach and provide supervisory guidance to Family Service team members in order to strengthen staff capacity and move staff towards mastery in core competencies included in the Family Advocate Success Rubric; build a team that works collaboratively with education and comprehensive services staff in order to enhance family life practices and circumstances that promote child development and well-being; maintain quantitative and qualitative quality improvement and monitoring systems in order to assure that program strategies are executed with reliability, fidelity, and quality. The Manager of Family and Health Services is also chiefly responsible for full implementation of the PRIME TIME programs family engagement approach, with the goal of executing high quality two generation strategies to support the families of young children, build nurturing environments to promote their childrens school readiness and healthy development. Through direct supervision, coaching, professional development, monitoring and other tasks, as needed, the Manager of Family and Health Services provides expertise in all aspects of family assessment, engagement and support as well as PRIME TIME Head Starts family service approach; which includes core strategies: promoting family life practices to close the achievement gap, identifying and providing more intensive support for vulnerable families. The Manager will have a central office location and travel will be required to each of the centers.

JOB FUNCTIONS

ESSENTIAL-

  • Plan and assist with the interviewing, hiring, and onboarding process in conjunction with HR and the Director of Comprehensive Services of Family Services staff.
  • Develop the internal systems and external partnerships to assure that all children participating in the program are up to date on EPSDT and also preventive care.
  • Follow up evaluation and treatment and make sure that parents have access to high quality medical and dental homes and health insurance
  • Develop systems for eligibility, recruitment, selection, and enrollment/intake process for returning and new families, including the development of a comprehensive recruitment plan that will lead to the program becoming fully enrolled
  • Ensure all child files are built in accordance with the Head Start programs table of contents and meet local licensing requirements
  • Support the training and partnership development required to conduct on-site health screenings and exams within required HSPS timelines for children lacking community access to these services
  • Support team in the development of a Health Services Advisory Committee in collaboration with the Director of Comprehensive Services
  • Monitor the quality and reliability of health data at the child, coach, center, and program levels. Conduct formal and informal qualitative audits, as well as review data trends to assess execution of program strategies and assure that the program is in full compliance with Head Start Performance Standards (HSPS) and the Head Start programs Integrated Service Plan and Policies and Procedures
  • Represents team and/or department at meetings, events, and training as required
  • Coordinate with Director of Education and Comprehensive Services Team to execute high quality case consultation and case conferencing systems to address the needs of children with chronic health conditions and/or special needs
  • Work with program leadership to secure external partnerships to provide on-site support for families of children with chronic health conditions/special needs
  • Ensures the completion of all 45 day and 90 day health screenings, including using hearing and vision machines for internal screening on children
  • Ensures Family Advocates are distributing a variety of health screening/requirement letters to parents
  • Oversees Family Services Team with Health & Safety Audits as needed
  • Coordinate with Director of Education, MHD, and Health teams to execute high quality case consultation and case conferencing systems to address the needs of children with chronic health conditions and/or special needs
  • Develop Memorandums of Understanding with key community based organizations that will allow referrals to the HS program, outline available services that will be provided as well as delineate roles and responsibilities of both organizations establish Center Parent Communities as well as assist the Head Start Director to form an active Policy Council at the grantee level
  • Support the quality of family engagement efforts through professional development, supervision, and coaching to fully implement the Family Services approach
  • Identify promising strategies to strengthen work and engage in continuous quality improvement processes to strengthen strategy execution and staff capacity to achieve child and family outcomes within vendor programs
  • Participates in assigned meetings, events, and trainings as required
  • Works in coordination with program and grantee leadership to carry out other monitoring and quality improvement activities
  • Facilitates professional development workshops as appropriate
  • Maintain confidentiality in regards to staff and family information
  • Fulfill role as mandated reporter as stated in Child Abuse and Neglect Policy
  • Oversee ERSEA Assistant to ensure that program maintains active and up to date waiting list, fills vacancies within required timeframes and assures that children are selected according to HS Performance Standards eligibility guidelines
  • Works in coordination with program leadership to develop and implement targeted recruitment strategies that assure enrollment of children with greatest need, including children of working families eligible for child care subsidies
  • Coordinates with Center to assure that family services and early learning teams work together to assure on-time daily attendance of all children, and to implement strategies to reduce chronic absence
  • Work with agency leadership to align programs Family Services approach with the Office of Head Starts Parent Family Community Engagement Framework, and to enhance interventions to achieve family outcomes in the seven targeted outcome areas
  • Provide coaching and support to family services staff to assure the reliability of family assessment and goal progress data and to strengthen staff focus on outcomes-focused family interventions
  • Utilize qualitative audit and external evaluation data to track family outcomes and to refine strategies to enhance family impact
  • Support Family Services staff to assist families to set up individualized evidence-based goals and make demonstrable changes in family life practices linked in the research to school readiness
  • Assure effective coordination Education Team and Comprehensive Team and staff to develop and implement group and Center-based campaigns and activities that build a program wide culture among staff and families to promote family life practices to close the achievement gap
  • Implement a research based Family Curriculum, Shine On, Families that extends our classroom curriculum into the familys home, modeling high-quality adult-child interactions teachers use in their classrooms for families around the four Family Life Practices. Focus on coordination and collaboration with education.
  • Utilize family data sources to understand self-sufficiency trends and assist staff to understand priority family self-sufficiency needs
  • Help identify community partners to pro-actively support families impacted by MH concerns, domestic violence, substance abuse, child abuse and other high risk circumstances that could act as barriers to healthy child development
  • Fully integrate Family Advocate Success Rubric data into staff coaching, supervision and on-going professional development
  • Utilize qualitative and quantitative data to inform coaching, supervision, and to analyze staff trends
  • Be a contributory team member in a positive/productive manner
  • Demonstrate commitment to mission, values, and policies in the performance of daily routines

PRIMARY QUALIFICATIONS

Education:

  • Bachelors degree in Family and Child Development, Social Work, or related field
  • Masters degree in Social Work is preferred.

Work Experience:

  • 3 years experience in the family and community engagement field, including experience in coaching, supervision, program management and providing technical assistance
  • At least 3 years experience working with diverse families in low income communities, with supervisory responsibilities
  • Expertise in community based interventions to improve outcomes for low-income families and communities, with direct experience developing and implementing program strategies
  • Background and experience executing evidence-based strategies to strengthen outcomes for children and families

Core Skills:

  • Ability to interact effectively with people from diverse backgrounds with knowledge of diverse formal and informal community resources preferred
  • Ability to communicate effectively, verbally and in writing
  • Demonstrated computer literacy skills, using MS Office applications and other basic data systems, including internet navigation
  • Must be honest, dependable and able to meet deadlines
  • Self-motivated and able to work independently
  • Experience in national family engagement models preferred
  • Ability to collaborate with multiple stakeholders to successfully implement program plans
  • Strong analytical skills in order to quickly assess situations, identify trends, develop solutions and apply critical assessments to the larger context

Additional Requirements:

  • Must have a valid drivers license and reliable transportation
  • Maintain certification in CPR and First Aid
  • Ability to sit most of the time with some bending and reaching
  • Ability to stand, walk, and bend occasionally
  • Ability to engage in the repetitive movement of wrists, hands, and fingerstyping and/or writing
  • Ability to work frequently at close visual range (i.e. preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading)
  • Ability to receive and respond to oral communication
  • Ability to exert up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects
  • Physical exam and background checks are required for this position
