Sr. Product Manager, Patient Consent Management

We're Hiring: Sr. Product Manager - Patient Consent Management | Shape the Future of Patient Engagement
Lead the strategy and governance of enterprise-wide patient consent management in a highly regulated healthcare environment. If you have expertise in product strategy, patient engagement, privacy regulations (HIPAA/CCPA), and cross-functional leadership, this is your opportunity to drive impactful consent solutions that improve patient experiences while ensuring compliance.

Our client, a leading biotech organization based in South San Francisco, CA, has a contract opening for a Sr. Product Manager, Patient Consent Management. In this high-impact role, you will serve as the connective tissue between our business teams, Consent Management Platform (CMP) vendor(s), and cross-functional stakeholders in patient strategy, marketing, medical, compliance, legal, and data governance.

Important Details:
  • 12-month contract opportunity with possibility to extend
  • South San Francisco, CA- Fully Hybrid (3 days/week)
  • Monday-Friday (40 hours/week)
  • Pay rate range approved: $80-94/HR, depending on experience
Job Description:
  • We are seeking an experienced product strategist to lead the definition, governance, and execution of the patient consent product across our enterprise platform ecosystem.
  • This person will serve as the connective tissue between our business teams, Consent Management Platform (CMP) vendor(s), and cross-functional stakeholders in patient strategy, marketing, medical, compliance, legal, and data governance.
  • This is not a technical implementation role. This is a define, govern, align, and drive role.
  • You will establish what consent management means operationally across our patient ecosystem, drive platform capability decisions, map consent workflows to business requirements, and facilitate alignment across stakeholders with competing needs and risk profiles.
Responsibilities:
  • Execute and Operationalize the CMP Implementation
  • Own the business-side implementation roadmap for CMP deployment: translate requirements into go-live milestones, identify business readiness gaps, and coordinate with IT/technical teams on delivery timelines
  • Refine and optimize the consent management requirements framework for CMP deployment: document consent workflows, data requirements, and integration needs to inform configuration and testing
  • Lead business user adoption and change management: develop training materials, run workshops with patient strategy and marketing teams, and establish support processes for ongoing CMP operations
  • Manage CMP configuration and testing: work with the vendor to configure consent workflows, question sets, and data mappings; validate that the platform behaves as intended before go-live
  • Establish post-launch governance and monitoring: define how the business monitors CMP performance, escalates issues, and manages ongoing vendor relationships and updates
  • Drive Cross-Functional Governance and Alignment
  • Manage, in partnership with Omnichannel Product Manager, consent governance across stakeholders such as patient strategy, compliance, legal, IT, data science, and marketing
  • Represent business needs in technical architecture discussions; represent technical constraints in business requirement conversations
  • Coordinate with compliance and legal to ensure consent workflows meet regulatory requirements (CCPA, HIPAA, therapeutic area-specific regulations)
  • Establish consent analytics: enforcement success, regulatory audit readiness
  • Establish audit and reporting: how consent decisions are logged, retained, and reported for compliance verification
  • Help Shape First-Party Data and Consent Standards
  • Partner with patient strategy, patient marketing, CX and data teams to develop first-party data collection strategy: which data points matter and how to design optimal consent experiences
  • Establish governance standards for how consent is collected, stored, and enforced—create clear playbooks and escalation paths when standards conflict with business priorities
  • Communicate standards effectively across patient strategy, marketing, CX, IT, and legal teams through documentation, workshops, and ongoing stakeholder education
  • Stakeholder Management in a Matrixed Environment
  • Operate as the clear voice of consent management across patient strategy, marketing, medical, IT, compliance, legal, commercial, and data teams
  • Provide clear recommendations with business and risk rationale
Minimum candidate qualifications and experience:
  • 8 years of experience in product management, program management, operations, or strategy in pharma, healthcare, or regulated industries
  • Deep understanding of consent management requirements in healthcare: HIPAA, CCPA, state privacy laws
  • Strong operational and process design skills—can map workflows, identify decision points, define SLAs and governance
  • Exceptional cross-functional leadership and stakeholder management, especially in matrixed environments
  • Self-starter and ability to work with minimal supervision
  • Comfort with ambiguity and evolving requirements; proven ability to establish clarity and drive decisions forward
  • Bachelor's degree
  • Applicants must be authorized to work in the United States.
Preferred Skills:
  • Experience with consent management platforms
  • Pharma experience
  • Prior experience managing patient strategy, patient engagement, or patient access programs (understanding the business operations that drive consent needs)
  • Experience with multi-brand or portfolio-level governance
