Overview

Prevailance is seeking a U.S. Congressional Liaison Officer to support North Atlantic Treaty Organization (NATO) Headquarters Supreme Allied Commander Transformation (HQ SACT) Capability Development Management Support (CMDS) in Washington, D.C. This position is expected to work on-site and may require up to 30 days of travel annually within the United States and to NATO Headquarters.

The U.S. Congressional Liaison Officer supports NATO Allied Command Transformation (ACT) engagement with the U.S. Congress and broader Washington defense and foreign-policy community. This position monitors Congressional defense policy, legislation, appropriations, and political developments; assesses their implications for NATO; develops strategic reporting and recommendations; and builds relationships with Members of Congress, Congressional staff, Executive Branch agencies, NATO missions, Allied embassies, and other policy stakeholders.

Responsibilities Include, But Are Not Limited To:

• Monitor and analyze the U.S. defense budget process from planning through execution and assess implications for NATO 
• Track Congressional defense reforms and assess their potential impact on NATO transformation 
• Provide strategic reporting on Congressional debates and decisions concerning Ukraine and broader Euro-Atlantic security 
• Assess budget issues related to the U.S. troop presence in Europe, including burden-sharing considerations 
• Analyze political dynamics surrounding defense-related legislation, including key stakeholders, influencers, and policy agendas 
• Plan and conduct informal engagements, including meetings and dinners with legislators and Congressional staff, to promote ACT visibility 
• Monitor legislative initiatives, hearings, and committee activities relevant to NATO 
• Develop and maintain relationships with Members of Congress and provide tailored briefings on ACT and NATO priorities 
• Coordinate with U.S. Executive Branch agencies, NATO missions, and Allied embassies to support consistent messaging 
• Produce regular reports for the Supreme Allied Commander Transformation (SACT) and Political Advisor (POLAD) on Congressional trends, risks, and opportunities 
• Support ACT delegations, visits by SACT and Flag Officers, and engagements with Congress 
• Contribute to NATO engagement with think tanks, academia, and policy communities throughout Washington 
• Facilitate ACT participation in Congressional hearings, conferences, and networking events 
• Perform additional duties as directed by the POLAD in support of NATO political-military engagement

Requirements

Qualifications

• Minimum 5 years of experience working with or within the U.S. Congress, particularly on defense, appropriations, and foreign-policy issues 
• Demonstrated success in a government relations role, including managing a legislative portfolio, communicating complex policy issues, and navigating the legislative process 
• In-depth knowledge of the U.S. Congressional process, including authorization and appropriations cycles 
• Demonstrated ability to synthesize complex political and budgetary information into actionable recommendations 
• Demonstrated experience monitoring U.S. policy related to Ukraine, Europe, and NATO defense posture 
• Familiarity with NATO structures, priorities, and the transformation agenda 
• Strong expertise in defense policy, international security, and political-military affairs 
• Excellent written, verbal, and interpersonal communication skills, including the ability to engage effectively with elected officials, policymakers, and Congressional and federal staff 
• Ability to collaborate across departments to gather the resources, expertise, and information necessary to communicate NATO ACT priorities on Capitol Hill and across U.S. administrations 
• Ability to represent NATO ACT and advocate organizational policy positions to Congress, the Executive Branch, think tanks, and other relevant stakeholders 
• Ability to develop and implement short- and long-term action plans supporting NATO ACT initiatives related to innovation, capability development, and other assigned areas 
• Ability to establish and maintain professional working relationships with Congressional personnel and appropriate federal administrative and regulatory agencies 
• Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333

Education

• Must satisfy one of the following:
  • Master's degree or higher in Political Science, International Relations, Economics, Law, or a similar field; or
  • Undergraduate degree with demonstrated Congressional staff experience 

Clearance

• Must possess and maintain an active U.S. SECRET (or higher) security clearance 

Preferred

• Previous experience in liaison, advisory, or diplomatic roles 
• Previous experience with the U.S. Department of State or U.S. Department of Defense 
• Ability to operate autonomously in a fast-paced environment while contributing effectively within a team-oriented culture

Salary : $100,000 - $150,000
