The PM serves as the primary leader for contract performance and is accountable for ensuring all technical, operational, maintenance, and training requirements are executed effectively within established timelines, budget constraints, and performance standards.

Essential Duties And Responsibilities
- Provide overall leadership and management of the RATT workforce supporting PACFL ships across multiple geographic locations.
- Balance workforce resources and schedules to meet multiple event requirement timelines critical to mission success.
- Manage all aspects of contract execution for a large-scale, cost-reimbursable federal service contract.
- Monitor program costs, staffing, performance metrics, and contract deliverables to ensure compliance with contract requirements.
- Coordinate maintenance, training, engineering, and operational support activities with Navy stakeholders and leadership.
- Oversee technical project implementation, operational analyses, and information system operations associated with program requirements.
- Develop, implement, and control Navy ship maintenance strategies and operational processes.
- Provide subject matter expertise on Navy ship depot-level maintenance procedures and maintenance lifecycle management.
- Supervise multidisciplinary teams consisting of technical, engineering, maintenance, and operational personnel.
- Interface with government customers, ship leadership, TYCOMs, ISICs, training organizations, and maintenance activities.
- Ensure all work is performed in accordance with Navy standards, safety requirements, and contract specifications.
- Prepare and present program status reports, risk assessments, staffing plans, and operational updates to government leadership.
Required Qualifications
- Minimum of 15 years of experience managing various labor categories and monitoring costs under federal Government cost-reimbursable service contracts. Experience of 25 years is highly desirable.
- Project Management Professional (PMP) certification
- Senior Navy ship leadership experience as:
- Surface Warfare Officer (SWO); and
- Commanding Officer of a U.S. Navy warship.
- Senior Navy engineering leadership experience as Chief Engineer aboard a U.S. Navy warship.
- Maintenance and training staff experience within organizations such as:
- Immediate Superior in Command (ISIC),
- Type Commander (TYCOM), and/or
- Afloat Training Group (ATG).
- Extensive Navy technical management experience.
- Extensive experience in Navy ship maintenance strategy, process development, implementation, and control.
- Demonstrated supervisory experience involving:
- Technical analyses,
- Information system operations, and
- Implementation of technical projects similar in scope and complexity to the Performance Work Statement (PWS).
- In-depth knowledge of Navy ship depot-level maintenance processes.
- Shipboard operational experience aboard multiple Navy ships.
- Strong leadership and organizational management skills.
- Exceptional communication and stakeholder coordination abilities.
- Proven ability to manage complex operations across multiple locations.
- Advanced knowledge of Navy maintenance and readiness processes.
- Experience leading large, multidisciplinary technical teams.
- Ability to prioritize competing requirements in a dynamic operational environment.
- Strong analytical, budgeting, and contract management skills.
- Ability to develop strategic maintenance and workforce planning initiatives.
- Senior Experience as a Chief Engineer
- Active DoD security clearance (Secret or higher) required.
- Post-graduate degree from an accredited university in management or a technical field.
- Military education and senior Navy leadership training highly desired.
