- Responsible for planning, coordination, quality assurance, and Government interface regarding training events procured under this Work Order.
- Manage the acquisition of packaged training services under Cost-Reimbursement CLINs. Conduct market research and identify qualified training providers.
- Solicit and compare quotes from at least two sources for each training event.
- Submit a vendor recommendation package with justification to the COR for approval.
- Coordinate scheduling, logistics, and participant communication.
- Review deliverables for quality and completeness post-event.
- Maintain training records and provide monthly reporting on status, cost, and participation.
- Ensure that training outcomes align with Government-defined learning objectives.
- Coordinate country clearances, travel arrangements, and liaison activities with sponsoring Commands, U.S. embassies, and partner nation representatives.
- Coordinate with sponsoring Commands, host country representatives, and U.S. embassy DoD liaisons to ensure training success, including gaining necessary country clearances.
- Compile and analyze feedback data quarterly, identifying trends, deficiencies, and areas for improvement in multilingual training delivery.
- Provide an annual report summarizing language feedback insights, corrective actions taken, and recommendations for improving multilingual training effectiveness.
- Purchase discrete, fully burdened training packages as defined by the Government, including instruction, materials, and delivery. Each event shall be priced separately under Cost-Reimbursement CLINs.
- Not obligate funding without prior COR approval.
- Submit a price proposal package for each training event, including at least two alternative vendor quotes and a rationale for the preferred selection.
- Confirm event scope, schedule, and logistics upon COR approval.
- Ensure all training is delivered in accordance with DoD and IC standards.
- Submit receipts and cost breakdowns for all incurred expenses as part of monthly invoicing.
- Purchase other training program events as directed by the Government through the COR and PM.
Experience:
- Possess the knowledge and capability to oversee Open Source Intelligence (OSINT) reporting, geospatial tools, and operational dashboard utilization training for partner nations.
- Personnel must be proficient in instructional design, adult learning methodologies, and hands-on training techniques.
- Strong communication and cross cultural facilitation skills are required to ensure effective knowledge transfer in diverse environments.
- Personnel must also have knowledge in ESRI ArcGIS or other geospatial analytical tools to oversee training in geospatial analysis and visualization.
- Personnel must be knowledgeable in incorporating real-world scenarios into training programs and adapting content to evolving needs.
- A bachelor’s degree in education, Instructional Design, Intelligence Studies, or a related field, or five (5) years of equivalent experience in training and curriculum development.
- Active TS/SCI clearance.
