Qualifications:
To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Analyzing and interpreting legislation and regulations related to military pay and personnel administration.
- Researching and resolving complex operational problems within automated pay and personnel systems.
- Auditing and reviewing military pay records for accuracy and compliance with applicable rules and regulations.
- Managing pay adjustments, voucher payments, and debt determinations for military personnel.
- Preparing and distributing large-scale payrolls (e.g., $200 million per month).
NOTE: Education can be substituted for experience at this grade level if you meet one of the following:
A. Possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D in a related field of study

B. Have a combination of specialized experience as described above and graduate education (if related). The total percentages must equal at least 100 percent to qualify for this position..

Responsibilities:
You will serve as a/an Military Pay Systems Specialist and be responsible for and be responsible for the management and administration of payroll finalization for military personnel.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Analyzing legislation and Coast Guard and Department of Defense regulations related tomilitary personnel and pay administration; coordinating implementation of such legislationwith business and systems analyst and programmers.
- Reviewing and testing the pay and personnel system to verify that all the appropriate businessrules have been incorporated.
- Performing review functions for pay transactions and audits of military pay records for activeduty, reserve personnel, and retired which are technical in nature and require a strict attention todetail.
- Conducting audits of military pay accounts to verify that the accounts are being properly updated from the system tables and that legal and regulatory requirements are being met.
- Researching and resolving payroll system problems and developing solutions to problem areas and payroll system inadequacies to recommend system change proposals to System Analysts and Programmers to initiate coding changes.
