SUMMARY
This position performs highly skilled technical and administrative work performing plan reviews for technical compliance with development, construction, and fire protection system requirements as well as assisting with and/or conducting inspections to verify construction and installation meets the requirements of the approved plans. Conduct technical research and ensure compliance with adopted fire codes, standards, regulations, and policies through review of architectural, fire protection system shop drawings, and written documents.
This position will also be required to conduct fire inspections of buildings and fire protection systems. Advises design professionals, contractors, business owners, general public, and multiple jurisdiction staff on matters related to fire code requirements and compliance. Communicates findings to the customer in detailed and accurate documentation. This position works as part of the Technical Service Program and Fire Prevention and Community Risk Reduction (FPCRR) Division.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The requirements listed below are representative of the knowledge, skills, and abilities required to perform the necessary functions of this position.
• Analyze and interpret complex fire and life safety construction documents related to adopted fire code and NFPA standards, to include, but not limited to: Fire Protection systems, hazardous materials, and high piled storage, etc.
• Assist designers and contractors by providing information and interpretations of fire codes and regulations, recommend necessary changes to design documents as required to obtain compliance with applicable codes, standards, and regulations.
• Communicate fire department policies and requirements with building division, planning department, public works and utilities.
• Provide technical support to fire department staff for inspections and other issues.
• Provide employee training including curriculum development, classroom training, and field training.
• Read and understand technical written materials such as building and fire codes.
• Perform technical research for alternative materials, design and methods of construction and equipment.
• Identifies inadequacies found on construction plans, reports and calculations, and requests corrections.
• Creates plan review comment letters outlining design or installation deficiencies to design professionals and/or contractors.
• Prepares plans and documentation for issuance of permits.
• Attends educational events to acquire necessary skills and certifications.
• Provide employee training including curriculum development, classroom training, and field training.
• This position also performs the following inspection related duties: Active construction site inspections confirming jobsite safety, fire access, and consistency between plans and construction.
- Building and tenant finish construction inspections.
- Conducts specialized acceptance testing on fire safety systems including fire suppression, fire detection systems, and other technical systems that require advanced knowledge.
- Knox Box lock up.
• Assists with fire investigations, including a rotational on-call schedule.
• Performs other duties as assigned.
SUPERVISION
This position is not responsible for supervision of other PFA employees.
MINIMUM QUALIFICATIONS

EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS
Education:
• High school diploma or GED is required.
• Associates degree or higher in fire science, construction management, or related field.
• Equivalent combinations of education and experience may be considered.
Experience:
• 3-5 years of experience in plan review, building inspections, fire inspections, construction.
• 2 years of experience in plan review of fire protection systems, and inspections.
• Equivalent combinations of education and experience may be considered.
Licensing/ Certifications:
• Valid driver’s license with a good driving record.
• International Code Council (ICC) Fire Inspector I.
• International Code Council (ICC) Fire Inspector II.
• International Code Council (ICC) Fire Plans Examiner or the ability to obtain within 1 years of employment.
• State of Colorado Certification Fire Inspector III – Plans Examiner
• Fire investigation certification IAAI-CFI or NAFI or the ability to obtain within 1 year of employment.
• Alternative certifications such as NICET, NFPA, or state approved fire marshal programs, fire protection systems certifications from within industry, or similar, may be considered.
KNOWLEDGE, SKILLS AND ABILITIES
• Ability to utilize the International Fire and Building Codes and NFPA Standards when performing job functions.
• Collect, analyze, organize and present information effectively in written and oral formats.
• Ability to educate, enforce and even empower a customer to comply with applicable codes and standards to create a safer environment.
• Ability to train, supervise, coordinate, and manage work of others.
• Proficient computer skills including data management systems and specific and customized software applications (i.e. records management and data analysis systems)
• Basic skill level using Microsoft Office Suite including, word processing, spreadsheets, and databases

PHYSICAL DEMANDS

• Works on active construction projects including uneven ground, open pits and shafts, steep grades above and below grade areas and areas with debris and obstructions to normal travel.
• May include climbing or descending ramps, stairs or ladders and conducting duties at high elevations above grade.
• May require climbing, crawling, or moving in confined areas.
• The noise level in the work environment is usually moderate but can be excessive (hearing protection provided as appropriate).
