Brief Description of PSU/School/Dept
Research and Graduate Studies (RGS) supports Portland State University’s (PSU) compliance with regulations governing research activities through the development and management of research integrity and compliance programs in specified areas including Human Research Protections, Animal Care and Use, Biological Safety, Research Security, Export Controls, and Financial Conflicts of Interest.

These programs are housed in the Research Administration division RGS, which is responsible for the development and implementation of administrative, financial and, compliance policies and procedures in response to rapidly evolving state and federal laws and regulations in areas associated with carrying out research and sponsored projects activities. The division oversees and facilitates PSU’s compliance with new and existing federal, state, and local laws, rules, and regulations, as well as institutional policies governing research and scholarly activities.

Position Summary
The Research Integrity Program Manager is a professional staff member in the division of Research and Graduate Studies (RGS) at Portland State University (PSU), the unit responsible for managing federally-required compliance programs associated with research activity. The Research Integrity Program Manager serves as a member of the Research Integrity and Compliance Programs team responsible for managing multiple research compliance programs and associated review committees, including the Institutional Review Board for the protection of human subjects (IRB), the Institutional Animal Care and Use Committee (IACUC), Institutional Biosafety Committee (IBC); and issuing compliance and ethics approvals to University researchers for a large volume and diverse portfolio of both sponsored and non-sponsored research; and negotiating collaborative agreements with external research partner institutions.
The Research Integrity Program Manager, provides regulatory and program oversight for multiple research compliance programs, including the Human Research Protection Program and the Biosafety Program. Program management is provided through interpretation, clarification and application of federal and state regulations, policies, and guidance of institutional policies and procedures. The Manager utilizes subject matter expertise to provide regulatory and program oversight; inform policy development and implementation; and manage a diverse portfolio of research compliance protocols. They execute regulatory compliance reviews and determinations for University research conducted in support of the University’s academic mission. This position reports to the Director of Research Integrity and Compliance Programs.

This position is based at Portland State University’s vibrant urban campus in downtown Portland, where you’ll be part of a welcoming and collaborative community. We offer flexible scheduling options and, when operational needs allow, the possibility of limited remote work (typically up to one day per week) under an approved remote work agreement in line with University policy.

Minimum Qualifications
  • BA/BS with 4-6 years of related experience working in research integrity or research administration, or Master’s degree with 2 years of related experience, with working knowledge of research ethics and compliance regulations and best practices.
  • Demonstrated experience using multiple resources and references to understand complex regulations, laws and policies and ability to plan and carry out multiphase projects, including modifying techniques to solve a wide range of issues related to research integrity and compliance program oversight.
  • Excellent written, oral and interpersonal communication skills and providing excellent customer service to a variety of audiences.
  • Experience with research software and database systems and developing forms/processes using prescribed resources.
  • Experience drafting policy, procedures and guidance documents for research integrity and compliance.





Preferred Qualifications
  • Broad knowledge of overall research administration with experience in a University environment.
  • Working experience in interpreting regulations and policies making practical application to research activities.
  • Professional experience in providing administrative support to faculty committees.
  • Working experience with formal documentation and maintaining confidentiality.
  • Demonstrated reasoning and problem solving skills by making effective decisions and recommendations in the workplace.
  • Familiar with updating webpages.

Total Compensation Range & Benefits Statement
Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.

The starting annual salary for this position is between $65,544 and $81,054 but may be negotiated above this range dependent upon the factors above, the budget of the hiring department, and approval from HR.

An excellent benefits package includes 95% premium paid healthcare; a generous retirement and vacation package; and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.
