Basic Function:
Under direction of the Director for ML Services, the Administrator for Integrated English Language Development (ELD) and Academic Language Development (ALD) Professional Learning supports the effective implementation and integration of language development into core instruction across all content areas. The administrator designs and delivers professional learning, provides instructional leadership, supports school and central office leaders, and ensures the implementation of research-based strategies that enhance the success of multilingual learners (MLs). This role contributes to the district's commitment to equity and excellence by improving outcomes for English Learners (ELs) through systemic capacity-building efforts.

- Plan, develop, and deliver professional learning opportunities to principals, teachers, and central office leaders on Integrated ELD and ALD instruction. (E)
- Create and disseminate tools and resources, including model lessons and instructional strategies, to support classroom implementation of ELD and ALD. (E)
- Coach and support school administrators and teachers to integrate language development into grade-level content instruction. (E)
- Lead the implementation of legally required ELD/ML Programming by providing leadership, direction, guidance and compliance oversight as assigned. (E)
- Analyze student data to inform instruction and assess the impact of Integrated ELD and ALD practices on student learning. (E)
- Collaborate with district departments and school staff to align multilingual learner strategies with district goals and state/federal requirements. (E)
- Provide leadership and feedback to improve instruction and support for diverse ML populations, including LTELs, AR-LTELs, Newcomers, and students with disabilities. (E)
- Model and promote culturally and linguistically responsive practices. (E)
- Understand and apply district, state, and federal policies and procedures related to multilingual learners. (E)
- Engage in and facilitate stakeholder partnerships, including families and community groups, to support multilingual learners' academic success. (E)

Distinguishing Characteristics of the Class:
This position provides leadership in the planning, implementation, and evaluation of Integrated ELD and ALD instructional practices across K–12 settings. The administrator works closely with site and central office leaders to build capacity among educators to support the linguistic and academic success of multilingual learners. While collaborating with various departments and school teams, the administrator focuses on instructional leadership and professional learning that advances equity and access.

Education and Training:
- Master’s degree in EL/ML or bilingual education or related field required.
- Valid Oregon Administrative License required at time of appointment.
Experience:
- Minimum of three (3) years of experience as a licensed educator required.
- Experience working directly with Multilingual Learners.
- Demonstrated experience designing and facilitating professional learning.
- Prior experience in a richly diverse school or district community.
- Proven success in coaching or leadership roles involving language instruction or EL program support.
Special Requirements:
- Bilingual or multilingual skills in Spanish/English or another PPS priority language required.
- May require use of personal automobile and valid driver’s license.
- Ability to work occasional evenings or weekends as needed.

Portland Public Schools is a public employer and participates in the Public Employees Retirement System (PERS/OPSRP). Eligible employees are required by statute to contribute 6% of salary on a pre-tax basis to OPSRP/IAP, after serving six months under a PERS employer.
