Role Description The Compliance Program Manager is a full-time, on-site role based in Portland, ME, responsible for overseeing compliance across PHA’s housing programs. This role monitors adherence to federal, state, and local regulations, including HUD requirements, and ensures that internal policies and procedures reflect current regulatory standards. The Compliance Program Manager conducts regular file reviews, audits, and risk assessments; prepares and maintains documentation; and develops corrective action plans when needed. The position collaborates closely with program staff, leadership, and external partners to provide guidance, training, and support on compliance matters. The role also focuses on continuous improvement by analyzing program data, identifying trends, and recommending process enhancements to strengthen program integrity and resident service.
Qualifications
- Demonstrated expertise in Regulatory Compliance and Compliance Management related to housing or public sector programs.
- Experience with Program Management, including planning, implementing, and evaluating compliance initiatives.
- Strong Analytical Skills, including the ability to interpret regulations, assess risk, and analyze program and audit data.
- Effective Communication skills, with the ability to clearly convey complex regulatory information to diverse audiences.
- Knowledge of HUD regulations, affordable housing programs, or public housing authority operations is highly beneficial.
- Proven ability to develop policies, procedures, and training materials that support compliance and operational efficiency.
- Strong organizational and time-management skills, with attention to detail and the ability to manage multiple priorities.
- Bachelor’s degree in public administration, business, law, social sciences, or a related field; relevant experience may be considered in lieu of formal education.
- Experience working with low-income, older adult, or disabled populations and a commitment to equitable, resident-centered service.
