Supervisor, Plant Operations

Job Overview:

The PGE wind generating fleet is comprised of four distinct wind farms in Oregon, Washington and Montana. Two of which are owned and operated by PGE with the other two being operated by Next Era.

We are seeking an individual who has experience in contract management, specifically focused on the maintenance and operations of our Wheatridge and Clearwater wind generating facilities. You will be responsible for ensuring the maintenance reliability and operational availability of the wind turbines through administration of the LTSA (Long Term Service Agreement) and Contract resources.

Key Responsibilities:

Contract Management

Work with contracted service provider(s) to meet the business needs for maintenance and operation of the PGE wind facilities, while ensuring the specifics of the Long-Term Service Agreement(s) (LTSA) for the contract service work is upheld. Ensure that PGE wind generating facilities operate safely, reliably and efficiently at optimal cost. Drives operational performance; develops and implements strategies around contractor engagement, safety and risk mitigation. Monitors plant performance to meet complex regulatory requirements and business demands; adapts Contractor management strategy and tactics to meet changing market demands; manages the Contractor within the LTSA framework to meet operational performance metrics.

Manage team responsible for operating, maintaining, and inspecting assets on wind power generation facilities and associated equipment; provides daily management of team, ensuring that all relevant standards/procedures are followed; ensures the work by the team is completed safely and efficiently.

Collaborates with and/or directs SMEs regarding industry best practices for Operations and Maintenance:

Periodically direct contract teams and/or SMEs and Contract technicians to complete projects, ensuring that objectives are met and all relevant standards/procedures are followed.

Safety Leadership

Drives adherence to fleet and plant procedures to provide for safe and effective operation and maintenance, including, but not limited to, testing, startup and shutdown and operating equipment in emergency situations; continually promotes and enforces safety practices and ensures all staff are competent in their assigned roles and complete required training; collaborates with Contractor leadership to foster safety culture within organization; monitors safety data and trends; leads/participate in root-cause analysis and implementation of mitigation strategies.

Functional Leadership

Exercises functional and industry knowledge in specialized areas; identifies and resolves complex multidimensional business problems; exercises delegated authority over site or functional teams, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.

Financial Management

Collaborates with Senior leadership in the development of the annual budget. Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.

Education/Experience/Certifications Education:

  • Ten (10) or more years in progressively responsible positions in Contract Administration, Plant Operations, Plant Maintenance, Project Management or Engineering, including 5 years of Contractor Management experience preferred.
  • A Bachelor’s degree in Business or Law is highly desired.

Functional Competencies

  • Advanced knowledge of contract administration and managing relationships with construction contractors
  • Advanced knowledge of industry compliance requirements and standards for plant operations and environmental monitoring
  • Advanced skills in computer systems, including Microsoft Office
  • Intermediate to advanced understanding of budgeting and operations planning
  • Intermediate knowledge of accounting principles and company financial reports
  • Working knowledge of policies, procedures and practices required for operating and maintaining an electric generating plant
  • Working knowledge of plant systems, operation and maintenance concepts
  • Working knowledge and understanding of operations-specific metrics to monitor and manage plant performance
  • Working knowledge of fundamental engineering/economic principles and concepts
  • Working knowledge of plant mechanical, electrical and control systems, and equipment
  • Working knowledge of the electric utility industry and technology
  • Working ability to read and interpret construction and design drawings and documents
  • Basic understanding of labor relations, including retained management rights and applicable union contracts and local work rules

  • Driving/travel/commute: Daily within service territory
  • Frequent overnight travel inside the service territory (50%)
  • Computer use (use computer regularly for entire work shift)
  • Lifting/pushing/pulling/carrying: Up to 10 lbs.
  • Unstable surfaces requiring balancing, including, but not limited to:
  • Elevated areas (i.e., Wind Turbines, catwalks, roofs and high buildings)
  • Confined spaces
  • Walking distances and surfaces (long distances and over rough, uneven, or rocky surfaces)
  • Stairs (over 10 steps)
  • Ladders (over 10 rungs)
