Incumbent serves as Facilities Director for the Porter County Commissioners, responsible for supervising and directing assigned personnel, maintaining all properties owned by Porter County, and developing projects to improve properties and perform preventative maintenance.
DUTIES:
Supervises and directs assigned personnel, including making hiring decisions, orienting new subordinates, planning/delegating/controlling work assignments, establishing specific work goals, training/developing/motivating assigned staff, determining significant changes in responsibilities, evaluating performance results of assigned staff, reviewing salaries, recommending personnel actions, keeping supervisor and assigned staff informed of organization developments, maintaining discipline, recommending corrective action, and communicating and administering personnel programs and procedures.
Maintains all properties owned by Porter County, including performing maintenance and repair, cleaning buildings, and ensuring professional and aesthetic exterior. Ensures County buildings are compliant with ADA.
Develops projects to improve properties and perform preventative maintenance.
Manages and allocates department budget, including maintaining salary and material budgets and ensuring accounts are processed for payment. Oversees department time sheets and payroll, including recording/verifying time worked.
Maintains County vehicles and equipment, including performing maintenance and repair and ensuring drivers are insured.
Communicates and coordinates with contractors, negotiates contracts, ensuring services are completed within agreed timeline.
Performs preventative maintenance and repairs of mechanical, plumbing, HVAC, electrical systems, landscaping, and seasonal duties as needed.
Communicates with department heads to determine facility needs of each department.
Performs related duties as assigned.
I. JOB REQUIREMENTS:
Baccalaureate degree from an accredited university.
Thorough knowledge of maintenance practices, building upkeep, and basic carpentry, plumbing, electrical, and mechanical trades, and apply knowledge to complete renovations/repairs on buildings and equipment with the ability to analyze and diagnose causes of mechanical and electrical malfunctions and complete related maintenance and safety measures as required.
Practical knowledge of and ability to make practical application of Department safety policies and procedures, including OHSA guidelines and basic maintenance and sanitation requirements for assigned areas of responsibility.
Working knowledge of basic filing systems with ability to create and maintain accurate and complete Department files.
Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare correspondence and reports.

Ability to properly drive a vehicle, and operate standard office equipment, including computers, calculators, and other equipment as needed.
Ability to operate a variety of hand and/or power tools in performance of duties, including hammers, screw drivers, wrenches, drills, power saws, drivers, ratchets, files, mops, brooms, and other tools as needed.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Possession of a valid driver's license with demonstrated safe driving record.
II. DIFFICULTY OF WORK:
Incumbent performs a broad range of duties involving complex and complicated considerations and problems. Incumbent operates within very general guidelines and rules which require adaptation to address specific cases and circumstances.
lll. RESPONSIBILITY:
Incumbent is responsible for proper and timely completion of assigned tasks, where intended results are clearly specified. Unusual situations or problems may be discussed with supervisor but incumbent's decisions on a wide array of complex issues have a major impact on departmental operations. Work product is periodically reviewed for soundness of judgment and overall conformity with departmental standards.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with co-workers, other County and State departments, contractors, and the public for the purposes of exchanging information, rendering services, negotiating contracts, and providing mentoring.
Incumbent reports directly to County Commissioners.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent primarily performs duties in a standard office environment and in the field, involving sitting/walking at will, walking on uneven terrain, driving, lifting/carrying/pushing/pulling objects weighing less than 50 pounds, handling/grasping/fingering objects, crouching, kneeling, bending, reaching, close/far vision, color/depth perception, hearing sounds/communication, and speaking clearly.
Incumbent may be exposed to extreme temperatures, wet/icy surroundings, fumes, odors, dust, dirt, noisy environments, confined spaces, and heights. Safety precautions must be followed at all times to avoid injury to self and others, including wearing protective clothing or equipment.
Incumbent regularly serves on call on rotation basis and occasionally works extended hours/ evenings/weekends, travel out of town for meetings, but not overnight, and responds to emergencies on a 24-hour basis.
