Job Summary:

The Marine Superintendent supports daily port, marine terminal, and rail operations by coordinating vessel movements, cargo logistics, and stakeholder communications. Using terminal operating systems, scheduling platforms, and data tools, this role helps optimize cargo flow, railcar planning, berth utilization, and cost tracking. The position ensures safety and regulatory compliance, including hazardous cargo and CBP/FTZ requirements, while assisting with technology initiatives, dredging oversight, and stakeholder engagement. It also maintains accurate vessel schedules and provides essential administrative support to keep port operations running efficiently. This position plays a key role in driving operational excellence, supporting strategic initiatives, and upholding the port’s mission, vision, and values.

Essential Responsibilities:

Essential responsibilities for the Marine Superintendent may include, but are not limited to, the following:

  • Assist with the day-to-day functions in the Operations, Terminal Operations, and Rail departments.
  • Maintain positive and frequent communications with the port’s marine terminal operators, stevedores, unions, steamship agents, tug and barge companies and rail service providers.
  • Maintain an International Maritime Dangerous Goods (IMDG) certification in compliance with DOT 49 CFR to support hazardous cargo movement activities as required.
  • Support coordination of cargo operations, including real time monitoring of truck and rail movements, digital yard planning, and automated storage space allocation. Utilize terminal operating systems (TOS) and data dashboards to ensure efficient placement, movement, and safety compliance for all cargo types, including hazardous materials.
  • Coordinate the planning, ordering, and tracking of railcars for terminal operations by using rail logistics platforms and data analytics tools to optimize loading/unloading cycles and reduce dwell times.
  • Maintain and analyze marine terminal cost data using the port’s TOS and ERP software. Track trends in tariffs, port charges, and rail demurrage through data reporting to support operational forecasting and cost optimization.
  • Coordinate with maintenance to issue and monitor hot work permits on vessels for stevedoring and marine operations as required.
  • Coordinate and monitor port dredging projects, including maintaining project data, updating progress dashboards, and utilizing GIS or mapping tools where applicable.
  • Assist in researching, piloting, and implementing technology-driven operational initiatives, such as process automation, sensor-based monitoring, terminal efficiency enhancements, and continuous improvement projects.
  • Assist with tariff updates and operational publications, ensuring stakeholders have access to accurate, current online resources.
  • Ensure compliance with U.S. Customs and Border Protection (CBP) requirements by maintaining accurate digital records for bonded and FTZ (Foreign Trade Zone) cargo and collaborating with regulatory systems and audits.
  • Support the Commercial team in stakeholder engagement and digital outreach, including assisting with port tours, producing presentations, and representing the port at industry events. 
  • Assist with berth and layberth planning through vessel scheduling software, AIS data, and resource allocation tools to optimize berth utilization.
  • Update, maintain, and publish vessel schedules daily using automated schedule management tools and integrated data feeds to provide accurate real-time visibility to internal and external stakeholders.
  • Coordinate with marine tenants and other Columbia River maritime organizations to prepare vessel schedules. 
  • Perform administrative duties as needed for the Operations, Terminal and Rail departments including distribution of special notices.
  • Actively support the port’s mission and vision, and demonstrate values consistently.
  • Work effectively as a team player with all port employees.
  • Perform other duties as assigned.

Qualifications:

Education: Bachelor’s degree from an accredited college or university in business administration, maritime operations, logistics or related field. 

Experience: A minimum of five (5) years of progressively responsible experience in maritime transportation, stevedoring, cargo operations, and/or terminal operations is required. Emphasis on marine or terminal operations is highly desired. Knowledge of the local maritime industry required. 

License/Certification: 

  • Have, or be able to obtain, the International Maritime Dangerous Goods (IMDG) certification within one (1) year of hire .
  • Valid, unrestricted driver’s license. 
  • Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC Card) upon hire.

 

Required Skills/Abilities:

Communication Skills: Able to communicate clearly and succinctly in writing and verbally. Able to maintain confidentiality and ensure accurate exchange of information. Excellent interpersonal communication skills and ability to communicate openly with all staff. Able to develop and deliver formal presentations in a variety of settings to individuals, small or large groups.

Organizational Skills: Demonstrated ability to prioritize and manage multiple tasks under tight deadlines. Able to balance short- and long‑term priorities effectively while handling numerous, shifting, and often competing demands.

Analytical Skills: Ability to evaluate data and identify trends, solve problems, prioritize key information, anticipate operational needs, and improve processes by identifying and correcting inefficiencies. 

Problem Solving Skills: Ability to logically think through and solve problems involving several variables. Able to remain objective in gathering information and investigating issues. 

 Computer Skills: Advanced computer skills with an emphasis on Microsoft Office suite. 


Physical Requirements/Environment:

  • Ability to sit, stand, bend and walk for extended periods throughout the workday.
  • Ability to see, hear, speak, and communicate effectively in person, over the phone, and via digital tools.
  • Ability to operate or otherwise use computer systems, software, and standard office technologies to complete essential job tasks.
  • Ability to review and interpret information in written and digital formats.
  • Ability to perform repetitive hand motions including grasping, handling and use of fingers.
  • Ability to create, annotate, and prepare documents in required written formats.
  • Ability to push/pull, reach, stoop, kneel, use stairs, and occasionally climb ladders.
  • Ability to lift and move items weighing up to 50 lbs. 
  • Ability to drive on a regular basis.
  • Work is performed in an office environment and at various outdoor locations where adverse weather conditions, uneven ground, exposure to moving machinery and moderate to loud noise is common. 
  • May be called to work at any time of the day or night.
